Sub: Request for a centralized and uniform Health & Accident Insurance Scheme for all Gramin Dak Sevaks (GDS) – regarding.

Respected Madam,

With due respect, we wish to draw your kind attention to the critical and long-pending issue of providing comprehensive health and accident insurance coverage to all Gramin Dak Sevaks (GDS) across India.

As highlighted in the enclosed letter from our Telangana Circle Union (Ref: AIGDSU/CU-Medical/08/2025, dated 22-08-2025), GDS staff, with their meagre income, are facing severe hardships in managing family expenses and are utterly unable to afford urgent medical treatment for themselves or their family members. The current absence of any departmental medical facility for GDS is a significant welfare gap.

While we are aware that India Post Payments Bank (IPPB) has partnered with insurance providers to offer schemes (as seen in the attached promotional material), these are not standardized or mandatory. The implementation and awareness of such schemes are fragmented and often confusing for the GDS community. A policy introduced at the Circle or regional level leads to disparities and a lack of clarity, leaving the vast majority of GDS without any reliable safety net.

Therefore, we fervently request your kind intervention to institute a Centralized, Uniform Health and Accident Insurance Scheme for all GDS employees. Such a scheme, mandated and standardized at the Directorate level, will ensure pan-India implementation and equal coverage across all circles.

We further request that a portion of the premium may be allocated from the Central Welfare Fund, with the remaining contribution shared feasibly between the GDS and the Department, as already suggested by the Telangana Circle.

In addition, we seek your approval to convene a meeting with the Service Association to deliberate on the specifics of the scheme, such as sum insured, premium sharing, and coverage details. This will allow us to present our proposals and arrive at a consensus that genuinely benefits the GDS.

A centralized and uniform scheme will eliminate confusion, uphold equality of benefits, and provide much-needed financial security and peace of mind to this vital segment of the postal family.

We, therefore, request your positive and urgent consideration of this genuine welfare issue.
