📌 GOVERNMENT OF INDIA BULLETIN: TRANSPORT ALLOWANCE FOR PERSONS WITH DISABILITIES

📄 KEY UPDATES:

  1. Applicability:

    • Central Government civilian employees with Benchmark Disabilities (including Defence civilians).

    • Railway employees to be covered under separate orders.

  2. Revised Disability Categories (RPwD Act 2016):

    • Locomotor Disability (incl. Cerebral Palsy, Dwarfism, Acid Attack victims).

    • Blindness/Low Vision | Deaf/Hard of Hearing | Speech-Language Disability.

    • Intellectual Disability (incl. Autism) | Mental Illness | Chronic Neurological Disorders.

    • Blood Disorders (Haemophilia, Thalassemia, Sickle Cell) | Multiple Disabilities.
      Note: Spinal Deformity/Injury included under Locomotor Disability.

  3. Eligibility:

    • Valid Disability Certificate from Certified Medical Authority (as per DEPwD guidelines).

    • No HOD recommendation required (simplified process).

  4. Allowance Rates (Double Normal Rates):

    • Level 9+: ₹7,200 + DA (Cities) | ₹3,600 + DA (Other Places).

    • Level 3-8: ₹3,600 + DA (Cities) | ₹1,800 + DA (Other Places).

    • Level 1-2: ₹1,350 + DA (Cities) | ₹900 + DA (Other Places).
      Exemption: Staff car users ineligible; Option for higher TA (₹15,750 + DA) for Level 14+.

  5. Key Conditions:

    • Not admissible during full-month leave, suspension, or foreign deputation.

    • Proportionate reduction for partial-month absence (e.g., suspension, tour).

    • Continued benefit for existing recipients based on prior certificates.

  6. Procedure:

    • Submit Disability Certificate to Administrative Authority.

    • Allowance granted from certificate submission date (or appointment date for new joinees).

OFFICE MEMORANDUM

Subject:- Compendium of Instructions regarding grant of Transport Allowance at double the normal rates to persons with Disabilities employed in Central Government - reg.

The undersigned is directed to refer to this Department's OM of even number dated 15.09.2022 on the subject mentioned above and to say that para 1 of S.No. B (categories of disabilities for the purpose of grant of Transport Allowance at the double the normal rate) of the Compendium is substituted as under:

1. Categories of disabilities for the purpose of grant of Transport Allowance at double the normal rates:

1.1 The Central Government employees with following categories of disabilities as mentioned in Rights of Persons with Disabilities (RPwD) Act, 2016 administered by Department of Empowerment of Persons with Disabilities (DEPwD), shall be paid Transport Allowance at double the normal rates subject to fulfilment of the stipulated conditions:

i. Locomotor Disability including Leprosy cure, Cerebral Palsy, Dwarfism, Muscular Dystrophy and Acid Attack victims.
ii. Blindness and Low Vision
iii. Deaf and Hard of Hearing
iv. Speech and Language Disability
v. Intellectual disability including Specific Learning Disabilities and Autism Spectrum Disorder
vi. Mental Illness
vii. Chronic Neurological conditions, such as Multiple Sclerosis, Parkinson's disease etc.
viii. Disability caused due to blood disorder i.e (a) haemophilia, (b) thalassemia and (c) sickle cell disease.
ix. Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a condition in which a person may have combination of hearing and visual impairments causing severe communication, developmental and educational problems.

Note: Spinal Deformity and Spinal Injury are considered as sub-categories of "Locomotor Disability".

2. All other conditions stipulated in the ibid OM dated 15.09.2022 shall remain unchanged.

3. This issues with the approval of Finance Minster.
