Reconsider merger of Registered Post with Speed Post proposal in India Post

Sub :- Proposed merger of Registered Post with Speed Post – reg.

Respected Madam,

Kindly refer to your Office Letter No. Mail-30/5/2025-D-DOP dated 02.07.2025 on the above subject. Though in subject as well as in text it has been mentioned as 'proposed', finally the merger is scheduled to be implemented with effect from 01.09.2025.

As per Department, the initiative aims to streamline mail services, enhance operational efficiency, improve tracking mechanism and deliver great customers convenience by consolidating similar services under a unified framework. But our Federation beg to differ wholehearted with all these reasons. In our Department it has been a long tradition on the part of Administration to discuss with the Staff side before launching, introducing, changing any product, scheme or services. But that is not being done now. Moreover, the relevant orders are also not being sent even to recognised union, association etc. Avoiding Staff side means avoiding the opinion, suggestion of the employees who are the biggest stakeholders of our Postal Department.

This service has been implemented in our Department 127 years back and till now it is effective, secured and popular service. At present the minimum charge of Registered Post is Rs.26/ while for Speed Post it is Rs.41/-. As a result, the common people will have to pay more tariff. Again for Registered Post service the articles are to be delivered to the addressee while for Speed Post it is to be delivered to the address. Again, the Acknowledgement Due (AD) Charge for Registered Post is Rs.3/-, but for Speed Post it is Rs.10/-. Moreover, as like as Speed Post, nearly 90% of registered letters/articles are being delivered timely. If people has to pay more for their postal articles, in changed scenario and also under present period of competition naturally the customer will shift to other courier companies.

At present the same mail van are dealing in with the receipt and despatch of Registered bags and Speed Post bags. The trace and tracking mechanism is also very smooth for both services. So at no circumstances this merger is acceptable to us. What we feel this role of the Department is completely in line with "The Post Office Act-2023" against which we (NFPE & AIGDSU) went on national strike on 9^th July,2025. This Act actually ensure shrinking of Postal Establishment as well as Postal Services.

However, under the above circumstances, we sincerely request you to rethink and also refrain from taking any step for merger of Registered Post Services with Speed Post Services in the interest of our Department as well as the common people of our country.
