The letter is a submission to the Cadre Review Committee, arguing that the previous Cadre Restructuring (CR) for Group C cadres (PA/SA, LSG, HSG-II, HSG-I) failed to meet its objectives. It highlights a growing and unjustified disparity between the "Operative Line" (postal staff in offices, RMS, etc.) and the "Administrative Line" (Inspector Posts and above) in terms of scales, financial powers, authorities, and promotional avenues. The operative staff face increased workload and revenue generation pressures without corresponding benefits, while the administrative cadre's strength grows.

The FNPO requests a comprehensive review to diminish this divide and proposes the following specific points:

  1. Postman Cadre: Review the promotion of Postmen to Sorting Postman/Head Postman/Mail Overseer with increased scales.
  2. Promotion to PA Cadre: Review promoting Postman/Head Postman/Mail Overseer to the PA Cadre based on seniority.
  3. Inspector Posts Exam:
    • Reduce the minimum service condition for the IP exam from 8 years back to 5 years.
    • Recruit Inspector Posts as 25% Direct Recruitment (SSC), 40% through LDCE, and 35% by seniority from PA/LSG.
    • Restore eligibility for the PSS Group B examination to LSG officials with 8 years of service.
  4. Financial & Administrative Powers: Vest LSG, HSG-II, and HSG-I posts with increased Financial Powers, Leave Sanctioning Powers, and reinstate Sub Appointing Authority powers for HSG-II/HSG-I officers.
  5. Common Seniority List: Maintain a common gradation list for Non-Gazetted Group B posts (HSG-II, HSG-I, Inspector Posts, ASP) for seniority-based promotions to avoid stagnation and create parity between operative and administrative lines.
  6. Gazetted Status: Grant Gazetted Status to all HSG-I officers and above, noting the current inconsistency where ASPs get it but HSG-I officers do not.
  7. Non-Functional Grade (NFG): Award NFG promotion to HSG-I officials after requisite service, similar to schemes for AAO, JAG(PPS), PSS Group-B, and ASP cadres, without restrictions on sanctioned posts.
  8. Merger/Transfer of Cadres: Instead of a full merger, allow open transfers between PA, SA, and PA RO/CO cadres via Rule 38 or other modalities, using bridge courses for training.
  9. RMS Cadre: Immediately implement Cadre Restructuring in the RMS SA cadre as per a previously submitted memorandum.
  10. Pay Scales: The committee is requested to recommend higher pay scales from PA to HSG-I (NFG) to be placed before the upcoming 8th Central Pay Commission.
