Basic Scheme

LTC allows government employees to travel to their Home Town or any place in India at concessional rates. The current four-year block is 2022-2025.

Who is Eligible?

Applies to: Civil servants, state employees on deputation, contract appointees, and re-employed pensioners.

Does NOT apply to: Part-time, casual, or daily-rated staff; Railway employees*; Armed Forces; and others eligible for different travel concessions.
*Railway employees may avail "All India LTC" once in four years under specific conditions.

Definition of 'Family'

  • Spouse and two surviving unmarried dependent children.
  • Divorced/abandoned/separated/widowed daughters (if dependent and residing with the employee).
  • Dependent parents/stepparents.
  • Dependent siblings under specific conditions.

Key Points

  • Home Town LTC: Can be availed once every two years.
  • Anywhere in India LTC: Can be availed once every four years.
  • Must be availed during leave (casual, special casual, etc., but not weekends alone).
  • Eligible after completing one year of continuous service.
  • Travel entitlement is generally the same as for TA (Travel Allowance), except air travel is not permitted for Pay Levels 6-8.

Claim Process

  • Advance: Can be up to 80% of the estimated fare. Must submit tickets within 10 days of getting the advance.
  • Reimbursement: Must claim within 3 months of journey completion if no advance was taken, or within 1 month if advance was taken.
  • Late claims are forfeited, though some extension is possible with Financial Advisor's consent.
  • Covers only point-to-point travel on the shortest route; local expenses are not covered.

Additional Benefits

  • Encashment of up to 10 days of earned leave is allowed when availing LTC.

Penalties for Fraudulent Claims

Preferring a fake claim can lead to disciplinary action and withholding of the next two LTC sets.
