3. Key Responsibilities:
A. For Host Circle (Odisha):
- Finalize a venue with a capacity for 800-1000 people.
- Nominate a nodal officer for on-ground coordination.
- Arrange boarding, lodging, and transportation for all nominated attendees.
- Coordinate live streaming with the Directorate's Marketing Division.
- Provide live Odia transcription of the Ministers' speeches.
- Handle all protocol requirements for the dignitaries.
- Prepare felicitation kits and certificates for awardees.
- Submit a detailed Circle profile to the Directorate by 22.09.2025.
B. For All Participating Circles (Including Host):
- Nominate 5 top-performing GDSs for felicitation and 5 additional GDSs as attendees.
- Nominate one supervisory officer (not below Inspector Posts) to accompany the group.
- Designate one nodal officer (not below Assistant Director) at the Circle Office for coordination.
- Allow GDSs to travel by rail or bus and reimburse expenses under Head of Account: 3201.01.101.02.02.26.
- Share profiles of each awardee/participant with the Directorate/Host Circle by 22.09.2025.

5. Context:
The event is part of a larger initiative directed by the Hon'ble MoSC to enhance GDS productivity. Zonal workshops were planned, with the Eastern Zone workshop to be hosted by West Bengal. This Bhubaneshwar event appears to be the felicitation ceremony for that zone.
Selection Criteria: Top performers are selected based on a weighted scorecard evaluating their performance in 2024-25 across parameters like:
- Number of live accounts and new accounts opened.
- PLI/RPLI proposals procured and premium collected.
- Booking and timely delivery (D+0, D+1) of accountable articles.
- DBT transactions done through IPPB.
