  • International Outbound Mail Bag Closing Guidelines - Department of Posts

    Office Memorandum

    No.: CF-71/16/2022-CF-DOP
    Date: 29.08.2023

From: Government of India, Ministry of Communications, Department of Posts (IR & GB Division)

Subject: Bags closing arrangement for International (Outbound) items – regarding.

    Clarification on Bag Closing Arrangements

✅ It has been noted that Circles are closing bags with mixed categories of international mail to FPOs, assuming Speed Post and Registered articles are processed in a single hub after the NSH and CRC merger.

Clarification: The Registered Letter Post service remains available for international bookings. Registered Letter Post items and EMS are two distinct services and both are currently operational.

✅ Reference is made to OM of even number dated 22.06.2023 regarding bag closing patterns for outbound international mail.

    Reiterated Instructions for Bag Closing

✅ International mail bags must be closed category-wise by processing hubs (PH and NSH) to FPOs/OEs as follows:

    • International Parcel (C Series barcode articles)
    • International EMS (E Series barcode articles)
    • International Registered Small Packets/Letters (R Series barcode articles)
    • International Tracked Packets (L Series barcode articles)

For L1 Hubs (NSH and PH):

    • Segregate international mail category-wise (EMS, Parcel, Registered Letter/Small Packets, ITPS).
    • Prepare direct bags for each category to the mapped FPOs/OEs.
    • Dispatch 4 separate category-wise bags to mapped FPOs/OEs.

Bag Labeling: The category of items inside the bag (EMS, Parcel, Registered Letter, ITPS) must be clearly mentioned in bold letters on the bag label.

For DNKs/IBCs: Authorized hubs shall also prepare category-wise bags (EMS, Parcel, Registered Letter/Small Packets, ITPS) for mapped FPOs/OEs.

    Final Directive

✅ Circles must ensure that direct bags prepared for FPOs/OEs by NSHs/PHs/IBCs/DNKs do not contain mixed categories of items and are dispatched strictly as per these instructions.
