Subject: Regarding agreement with CBI in c/w booking & delivery of Summons under Speed Post Service “SP-CBI”.

To bring uniformity in terms and conditions across the country, a centralized MoU Annexure-A) was signed with Central Bureau of Investigation (CBI) on 29.08.2025 for booking & delivery of Summons, Notices, other legal documents, etc. & return booking and delivery of an envelope containing Proof of Delivery (POD)/Acknowledgement Card as a acknowledging receipt of Summons, Notices, other legal documents, etc.

A Standard Operating Procedure - SoP (Annexure-B) is attached for reference and necessary action to the circles. Circles are requested to contact CBI branches established in their respective circle as per (Annexure-C), for getting contract with them on terms and conditions of centralized MoU.

Each CBI branch shall enter into an agreement with the identified Postal/RMS Division for availing Speed Post BNPL services. The articles will be booked at the identified booking locations whereas for return journey the specially designed envelop for POD/Acknowledgement Card to respective CBI Branches/ Units will be booked by the office of delivery across the country.

Each Circle will require to nominate an officer of appropriate level from Circle office as Nodal officer for overall monitoring of booking, delivery of SP-CBI and timely issuance of bills. In case of any issues like delivery is carried out in other circles or non-receipt of return envelope containing POD etc, the Nodal officer will immediately make liasioning with the delivery office and get the issue sorted out.

CEPT Mysore will make necessary configuration in APT 2.0 software for booking and processing “SP-CBI” for onward and also in-return journey. In addition, CEPT Mysuru will make necessary provision of MIS accessible to various levels of DoP and Central Bureau of Investigation.

  1. Background

1.1 Central Bureau of Investigation (CBI) will send Summons, Notices, other legal document by Speed Post through its 58 CBI branches across the country as mentioned in the MoU and on successful delivery of the notices/summons etc., the acknowledgement card shall be sent to the concerned CBI branch (sender) through Speed Post by the office of delivery.

1.2 Each CBI branch shall enter into an agreement with the identified booking Post Office Postal/RMS Division for availing Speed Post BNPL services1.3 Once agreement is completed Each CBI branch will share the sample of two envelopes (Outer and inner) and the Acknowledgement Card (PoD) to the booking office for making these items available for sending the summons, notices etc.

1.4 The printing of above three items- i.e Outer envelope of size-14 inches x 10 inches, small envelope- size-9 inches x 6 inches and POD/Acknowledgement Card with size 8 inches x 5.5 inches shall be carried out by the Department of Posts as per sample image attached and as per physical sample shared by the CBI branch. The quantity for printing may be decided mutually and the amount towards printing shall be charged at the fixed rate as per the MoU i.e Rs. 40+ applicable GST. These envelopes shall be made available to the concerned CBI branch on receipt of payment in advance and the total revenue realized from sale of printed envelopes/PoD may be booked in Retail Post services.

1.5 The small envelopes and POD/Acknowledgement Card are to be attached on the reverse side of the bigger envelope containing the summons, notices and other legal documents, etc. by the adhesive tape so that the POD/Acknowledgement Card and the special envelope for return must not get detached during the transmission.

1.6 Department of Posts has to deliver the Speed Post articles containing the Summons, Notices, other legal documents etc and return the POD/Acknowledgement Card duly signed by the addressee inserted in enclosed specially designed envelop for POD/Acknowledgement Card to respective CBI Branches / Units by booking against the same pre-printed BNPL Account Id and barcoded envelope for the purpose.

1.7 The articles will be booked at the identified booking locations whereas for return journey the specially designed envelop for POD/Acknowledgement Card to respective CBI Branches/ Units will be booked by the office of delivery across the country. The concerned PM/SPM/BPM of Delivery Post Office after completion of all modalities- put POD/Acknowledgement Card in the attached envelope having pre-printed BNPL Account Id, address of concern CBI offices as the addressee and pre-printed Speed Post bar code, must book it under speed post service on the day of delivery itself or by next working day without fail.

1.8 Under this Agreement, DoP has to book and dispatch the envelope under Speed Post on postpaid basis at the time of booking. The Speed Post charges will be paid by CBI on monthly basis against the bill raised by the Nodal Office or link office as per BNPL-NAF ruling.

1.9 CEPT Mysore will make necessary modification/configuration in APT 2.0 software for booking and processing “SP-CBI” for onward and also in-return journey. In addition, CEPT Mysuru will make necessary provision of MIS accessible to various levels of DoP and Central Bureau of Investigation.

1.10 In this context it is proposed to introduce “SP-CBI” facility as detailed in subsequent paras of this document.

  1. Circle

2.1 Each Circle will require to nominate an officer of appropriate level from Circle office as Nodal officer for overall monitoring of booking, delivery of SP-CBI and timely issuance of bills. In case of any issues like delivery is carried out in other circles or non-receipt of return envelope containing POD etc, the Nodal officer will immediately make
liaisoning with the delivery office and get things sorted out.

2.2 In addition, Circles will identify a suitable PO preferably HPO at Circle HQ or city as per request of CBI and arrange individual agreement branch wise on the same line of MoU (copy enclosed).

  1. Booking Office

3.1 Arrange pickup of articles from the concerned CBI Branch.

3.2 Speed Post article (SP-CBI) along with specially designed pre-printed self-addressed, barcoded Envelope (for return) and POD / Acknowledgement card attached on the reverse side of the articles by the adhesive tape will be booked at the identified booking locations under BNPL/NAF.

3.2 Each consignment has to be scanned and booked by following normal contractual booking without payment. In this process, weight and destination PIN code can be modified by the counter PA, which results in calculation of the revised tariff by the system.

3.3 The same process of Bagging, Billing and Payment, as being followed for other BNPL customers is to be followed in this case as well.

3.4 Status of consignments Booked will be instantly updated to central Server with Booking Facility ID, Postage, Taxes etc.

3.5 The Supervisor/SPM/PM will ensure that all of the articles booked are dispatched to respective NSH/ICH on the day of booking itself.

  1. Delivery and booking of PoD in the attached envelope

4.1 The Office of Delivery shall receive the SP-CBI article for delivery to the respective addressee and maintain the register for record of SP-CBI articles received for delivery i.e. Date of received, Barcode, BNPL code, Customer-ID, name of the addressee, Barcode of return envelope, name of delivery postman, Date of Delivery along with Date of booking of return envelope, Name of booking Post office, Customer ID, Name of the addressee on return envelope, Name of the booking staff.

4.2 The SP-CBI article will be issued for delivery on the day of receipt in delivery Post Office.

4.3 The delivery staff shall make delivery attempt at the door step of the addressee, If the addressee is not available at the time of delivery, an intimation slip will be served for collection of Summons, Notices, other legal documents, etc and the delivery staff shall keep attempting for the next 5 days. Undelivered Summons, Notices, other legal documents, etc. will be returned to the sender address without any extra cost. The
concerned delivery PA/APM/BPM/Supervisory staff must be satisfied with the remarks of the delivery staff before returning the SP-CBI article to the sender.

4.4 On successful delivery of the article, the POD/Acknowledgement Card, after obtaining the signature will be inserted inside the specially designed cover for POD by the delivery staff and he/she shall deposit the envelope to the concerned delivery PA/APM/BPM/Supervisory staff while submitting the return. The same shall be booked under speed Post under the same BNPL account ID mentioned on the envelope.

4.5 Concerned PA/APM/BPM/Supervisory staff shall book the envelope having pre-printed BNPL code, address of concern CBI offices as an addressee and unique Speed Post bar code under Speed Post without delay.

4.6 The same process of Bagging, Billing and Payment, as being followed for other BNPL customers is to be followed in this case as well.

4.7 The office of delivery and all nodal offices shall maintain record of the Proof of Delivery like a regular Speed Post Article.

4.8 The Supervisor of delivery office will ensure that the delivery information of SP-CBI must be successfully uploaded on the same day of delivery.

4.9 The Delivery PA shall maintain a return register containing return envelope details and reason for return) of SP-CBI articles as per the format

4.10 The SPM/APM Delivery should enter the Speed Post Charges against each article in above format and put his signature against each entry on a daily basis. A daily summary will be prepared at the close of day indicated Opening balance, articles received for delivery, total articles delivered and Article booked with closing balance. The daily summary will be shared with the Nodal Circle Officer of SP-CBI.

  1. Billing

Under APT 2.0, System will generate monthly bill automatically and revenue will be apportioned by the system once the payment is realized. It is the responsibility of the Nodal office to ensure timely receipt of payment from the concerned CBI branch

  1. Accounting

The same procedure of accounting will be adopted as in case of BNPL scheme for Speed Post revenue issued vide BD&MD O.M No. 10-23/2017-BD&MD dated 24.01.2017.

  1. Inspection of Records

7.1 All the records pertaining to the SP-CBI will be preserved for two years.

7.2 The inspecting officer will check the proper maintenance of daily and monthly register as guided above at the delivery Post Office.

7.3 The inspecting officer will check SP-CBI articles are dispatched on the day of booking and in case of delivery, issued for delivery on the day of receipt or not.
