📘 Summary of Children Education Facilitation Allowance (CEFA) for Gramin Dak Sevaks (GDS)
The rules for the Children Education Facilitation Allowance, a fixed yearly amount to help GDS with their children's education costs.
👨👩👧👦 Eligible Children
- Can be claimed only for the two eldest surviving children.
- Exception: If the second birth results in twins or multiple births, all children from that birth are eligible.
- Another exception is made in case of a failed sterilization operation.
💰 Allowance Amount & Claim Process
- Fixed Amount: ₹6,000 per year, per child. This is paid regardless of actual expenses.
- When to Claim: Reimbursement is done once a year, after the financial year ends (April-March).
- Effective Date: These rules are effective from October 1, 2019. For the 2019-2020 financial year, the amount was ₹3,000 per child.
📜 Documents Required for Claim
- You can submit any one of the following:
- A certificate from the Head of the Institution confirming the child studied there in the previous academic year.
- If a certificate isn't available, a self-attested copy of the report card or fee receipt(s) for the entire year.
⚠️ Important Conditions & Rules
- Spouse Rule: If both spouses are GDS or government employees, only one can claim the allowance for their children.
- Child's Performance: The allowance is not linked to the child's academic performance. It is payable even if the child fails a class.
- No Double Claim: Allowance is not paid if a child repeats the same class in a different school mid-session.
Age Limit:
- Up to 20 years or until passing 12th standard, whichever is earlier.
- For Divyaang (disabled) children, the age limit is up to 22 years.
- There is no minimum age.
Eligible Education:
- From Nursery to 12th standard.
- Correspondence or Distance Learning courses are also covered.
- Covers two years of a diploma/certificate course after 10th standard (under specific conditions).
Status of GDS:
- Allowance is admissible while on duty, put off duty, or on leave.
- It is not paid for any period treated as 'non-counted for duty'.
💝 Special Provisions
- Divyaang Children: The allowance is payable for children studying in aided or approved institutions (even if not formally 'recognized') until the age of 22.
- In Case of Death: If a GDS dies while in service, the allowance continues for their children until they would have been eligible, provided other conditions are met.
- In Case of Dismissal: If a GDS is discharged, dismissed, or removed, the allowance is payable until the end of that academic year.
