Subject: Request to Expedite Issue of Rule-38 Transfer list of September 2025 Cycle

On behalf of the Federation of National Postal Organizations (FNPO), I wish to express our deep concern regarding the undue delay in the issuance of Rule-38 transfer list for the September 2025 cycle.

It was earlier clarified by the Directorate that the delay was due to the introduction of APT 2.0 and related system adjustments. However, even after a considerable lapse of time and despite the assurance that the matter was under active consideration, no further steps appear to have been taken.

This prolonged delay is causing immense hardship to the employees who have been anxiously waiting for their transfers on genuine grounds such as family reunion, education of children, and health reasons.

We, therefore, request your kind intervention to expedite the processing and issue of the pending Rule-38 transfer list of the September 2025 cycle at the earliest.

An early action in this subject will be highly appreciated.
