This is regarding two major operational issues - availability of Thermal Printers and integration of Weighing Scales with the APT Application in Post Offices.
2. It has been observed that many Post Offices are still functioning without thermal printers, and receipts as well as article labels continue to be printed through Dot Matrix Printers. The receipts printed on small paper slips are often illegible and capture only partial sender and addressee details, preventing customers from verifying correctness of data. Similarly, the Dot Matrix printed article labels also lack clarity and QR codes, thereby affecting automated processing and sorting.
3. To address these issues, Mail Operations Division, in consultation with all stakeholders, has finalized newly designed receipts and article labels compatible with the APT application. However, full implementation is held up in the absence of thermal printers. The Technology Division has already circulated the specifications, and PMU Division, vide letter No. PU-08/1/2025-PMU-DOP dated 16.04.2025, has issued guidelines for utilization of funds under the Field Infrastructure component of IT Modernization Project 2.0 (BE 2025-26) for their procurement.
4. It has also been noticed that weighing scales at several Post Offices are not integrated with the system, allowing manual entry of article weight and leading to possible revenue leakage. Circles must ensure immediate integration of weighing scales with the APT system. Any case of revenue loss due to non-integration noticed after 31.12.2025 will attract accountability of the Divisional Head concerned.
5. Both the above issues are going to be discussed during the upcoming Business Review Meeting scheduled on 19.11.2025. You are, therefore, requested to expedite procurement and installation, and furnish the latest status of availability of thermal printers in the format given below by 17.11.2025 so that the matter may be discussed during the review meeting.
