Subject: Charter of Demands of Gramin Dak Sevaks Regarding Pay Commission Inclusion or Constitution of a High-Level Committee, Target-Related Harassment, and Protection of GDS Posts and Rural Branch Post Offices, along with Intimation of Agitational Programmes.
Respected Madam,
We, the Gramin Dak Sevaks (GDS) working under the Department of Posts, express our sincere gratitude to you for your continued support and guidance. The GDS network comprises 2.78 lakhs GDS’s serving through 1.39 lakh Branch Post Offices, forming the largest service outreach mechanism of the Department. We play a vital role in delivering postal, financial, insurance, and various government welfare services to the remotest parts of rural India.
Madam, the Central Government has constituted the Eighth Central Pay Commission on 03.11.2025 under the chairmanship of Hon'ble Justice R. P. Desai. However, the Gramin Dak Sevaks have not been included within the purview of this Commission, which has caused deep concern and disappointment among the entire GDS fraternity.
The Central Working Committee Meeting of the Bharatiya Gramin Dak Karmachari Sangh (BGDKS) was held at Haridwar, Uttarakhand, on 13.12.2025, unanimously resolved to launch a series of nationwide agitational programmes to urge the Government for early settlement of the following demands:
Include the Gramin Dak Sevaks in the Eighth Central Pay Commission, OR
Constitute a separate High-Level Pay Commission Committee headed by a Judge of the Hon'ble Supreme Court exclusively for the GDS cadre.
Kindly stop the harassment (Pay held up, Put off duty, Transfer and office will be shut down, etc) of GDS employees in the name of achieving targets.
Stop the abolition of GDS posts and the relocation of Branch Post Offices in rural areas across the country.
Madam, the GDS constitute the lowest-paid segment under the Government of India. A comprehensive revision of pay, allowances, pension, gratuity, and other welfare benefits is urgently required to ensure justice, dignity, and social security for more than 2.78 lakhs rural postal functionaries.
Through this letter, we also formally intimate the following agitational programmes:
- Submission of Memorandum to the Hon'ble Minister of Communications and Secretary (Posts) on 05.01.2026.
- Dharna Programme in front of all Divisional Offices on 28.01.2026.
- Dharna Programme in front of all Circle Offices on 23.02.2026.
- Mass Demonstration at Dak Bhavan, New Delhi on 10.03.2026.
- Indefinite Hunger Fast at Dak Bhavan, New Delhi from 18.5.2026.
We earnestly request your kind intervention for the acceptance of our genuine demands. In the event of favourable consideration, the proposed agitational programmes shall be withdrawn. Your support will bring justice to lakhs of rural postal workers who dedicate their lives to serving the nation.
