Subject: LDCE for promotion to the cadre of Postal Service Group 'B' for the vacancy years 2021, 2022 and 2023, held on 04th June, 2023 - Declaration of result thereof – regarding.
Madam/Sir,
I am directed to refer to the above subject and to say that the Hon’ble CAT, Emakulam Bench in its order dated 12.11.2025 read with earlier order dated 27.09.2024, passed in OA No.604/2023 quashed the letter No. A-34012/04/2023 – DE(I) dated 21.11.2023 and letter No. A-34012/04/2023 – DE(II) dated 21.11.2023, with a direction to the Department to publish the results of above LDCE.

The Competent Authority, after perusal and due consideration, accorded approval to comply with the orders dated 12.11.2025 of Ld. Tribunal and ordered to declare the results of said LDCE PS Gr. 'B', strictly in accordance with the “Notification dated 02.01.2023”. Accordingly, Department vide letter No. A-34013/02/2023-DE(ii) dated 11.12.2025 restored the said Notification dated 02.01.2023. The result of the said LDCE is, thus, hereby declared.

(ii) Annexure – B – List of candidates whose results are placed in Sealed Cover

(v) Annexure – E – Final Answer Keys – (Paper – I, II – All series) -

Two vacancies of UR category are being carried forward due to non-availability of eligible PwBD candidates.

The feedback / comments received from the candidates on Provisional Answer Keys have been duly examined through the following three-layer procedure for arriving at the Final Answer Keys of the said LDCE:
(i) A Moderation Committee examined the consolidated feedback/comments received from candidates and made its recommendations on the questions under objections.
(ii) The findings/recommendations of the Moderation Committee were made available to the concerned Paper Setter(s) for their response.
(iii) A High Level Committee deliberated and made its recommendations in respect of the cases, where there was disagreement between the Moderation Committee and the concerned Paper Setter(s), for consideration of the Competent Authority for finalization of the Answer Keys.

8. Personnel Division vide letter No. X-7/6/2022-SPN-II dated 17.05.2023 followed by clarification letter dated 22.09.2023 and dated 04.03.2024 has issued instructions/guidelines regarding promotion of Government servants through Limited Departmental Competitive Examination against whom disciplinary/criminal prosecution are pending. The latest vigilance clearance reports received from all the Circle were analysed and the instructions contained in the above letters have been made applicable in respect of the candidates of the said LDCE while preparing the results.

The results/marks of the following candidates are not declared, in terms of DoP Letter No. X-7/6/2022-SPN-II dated 17.05.2023 [paras 4(g)(iii) and 4(h)], as they are not eligible for promotion. The details are as under:

The candidates, who did not darken the bubble indicating the Series of the Booklet / Roll Number on their OMR sheets or had left Question Booklet Series/Roll Number bubbles as ‘blank’ or entered/darkened wrong bubbles were rejected and thus are included in the list of “Reject Candidates”, in terms of SOP para No. 10(19) and instructions issued on the subject.

The selection has been made, based on merit in the examination vis-à-vis earliest year of eligibility to appear in the LDCE. In cases where two or more candidates get clubbed due to securing equal marks in aggregate, the selection has been decided with respect to their joining in the feeder cadre, as per the instructions contained in Personnel Division’s letter No. 04-08/2019-SPN-I dated 11.12.2020.

Instructions mentioned in DoPT OM No. 36012/1/2020-Estt. (Res.-I) dated 17.05.2022 has been taken into account for declaring the results of successful PwBD candidates.

The instructions stipulated in letter No.SC-12/19/2025-RC-DOP dated 12.12.2025 [Clarification regarding eligibility of PwBDs for reservation in recruitment] may be strictly adhered to for verification of Disability Certificate.

The Heads of Circles will take further necessary action for circulation of the contents of this communication to all concerned.
Note: In case, it is subsequently found that any of the selected candidate (s) was not eligible to take the examination under the extant recruitment rules or instructions on the subject or for any other reason or in case any mistake is found with regard to announcement of result of any candidate for any reason whatsoever, the same may be brought to the notice of this Directorate immediately so that his/her name could be deleted from the list of successful candidates. Circle shall also ensure that none of the ineligible officials [IP line and Clerical line] have got unduly promoted.

It has come to the notice that some of the candidates appeared from a particular circle(s) have been transferred to the other Circle(s)/ Directorate(s). The latest vigilance status may be called for by the concerned authorities, before granting promotion based on the above results.

Any promotion orders issued based on the results of the above LDCE is subject to the outcome of the orders that may be passed by the Hon’ble Supreme Court in the case of Jamail Singh and Ors. Vs. Lachhmi Narain Gupta and Ors. [Civil Appeal No. 629 of 2022 arising out of SLP (C) No. 30621 of 2011] and other connected matters.
