Subject: Detailed representation regarding practical discrepancies in online training via 'iGOT Karmayogi' portal and its negative impact on departmental efficiency and employee workload.
Respected Sir,

With due respect, I would like to bring to your kind attention a matter of grave concern regarding the online training initiatives under 'Mission Karmayogi' via the iGOT portal. While the transition to digital training is a commendable and cost-effective step—saving the department crores in Travel Allowance (TA/DA), maintenance of training centers (PTC/WCTC), and instructor honorariums—the current method of implementation is fundamentally flawed.

I wish to highlight that the ground reality of these training sessions is far from the intended goal of "Capacity Building." The following points outline the critical issues being faced by the staff:

Absolute Lack of 'Dedicated Training Slots': Divisional offices are constantly pressuring employees to complete online courses and submit certificates. Paradoxically, employees are expected to finish these training while simultaneously managing their regular counter duties, Savings Bank (SB) operations, mail processing, and other administrative responsibilities. Due to the heavy rush of the general public at the counters, employees lack the necessary peace of mind required for effective learning.

'Certification Culture' vs. 'Actual Skill Acquisition': Due to the acute shortage of time and the pressure to meet targets, most employees are forced to 'skip' or 'fast-forward' training videos, focusing solely on finding assessment answers to download the certificate. Consequently, while the department's records show an impressive number of certifications, the actual knowledge retention and skill enhancement on the ground remain negligible.

Growing Risk of an 'Unskilled Workforce': If training remains a mere 'paper formality,' the department will eventually be left with a workforce that lacks deep procedural knowledge. This will not only degrade the quality of service but also increase the risk of financial irregularities and procedural errors, for which the employees will ultimately be held disciplinarily liable.

Technical and Infrastructural Constraints: In many Sub-Post Offices, internet speed and system availability are severely limited. This forces employees to use their personal mobile data or complete training during their private time at home, which is neither practical nor justified under service rules.

Our Suggestions and Demands:

  • Sir, our objective is not to oppose this progressive step but to make it 'Result-oriented.' Therefore, the Union strongly demands the following:
  • Batch-wise Training Mechanism: Every employee should be allotted a fixed time (e.g., 1-2 hours daily) within the office premises based on the course duration, during which they must be completely relieved from regular counter or administrative duties.
  • Training as 'On-Duty' Assignment: The time spent on the portal should be officially recognized as 'On-Duty' work and must be conducted within official working hours.
  • Establishment of Learning Corners: A quiet 'E-Learning Room' equipped with high-speed internet and dedicated systems should be set up at every Head Post Office and Divisional Office.
  • Intervention at the Directorate Level: This matter must be raised before the Directorate to ensure that 'iGOT' does not become just a data-filling exercise but serves its true purpose of skill enhancement.
  • We earnestly request you to take up this matter strongly with the Departmental Council or at the Directorate level to safeguard the mental well-being of the employees and ensure the future efficiency of the Department.
