Background: Extreme heat (temperatures exceeding 40°C) and heatwave conditions across Andhra Pradesh have made outdoor duty hazardous for postmen, mail overseers, cash overseers, Gramin Dak Sevaks (GDS), and other field staff who remain exposed to direct sunlight for long hours without adequate shade or drinking water.
Key Welfare Measures:
- Provision of refreshments – Buttermilk, ORS, lemon water, and glucose for field staff during summer months until the onset of the South-West Monsoon.
- Supply of umbrellas – Good-quality, sturdy umbrellas for outdoor staff to protect from sun and rain.
- Cool drinking water – Arrangements to be made at every Head Office, Sub Office, and Branch Office, with special attention to single-handed and interior offices.
- Rescheduling of duty – Where feasible, long beat deliveries to be shifted to cooler morning hours, with rest intervals during peak afternoon heat.
- First-aid arrangements – ORS sachets and basic medication for heat stroke to be maintained at all delivery offices.
Expenditure: To be met from Office Expenses or other relevant heads within available funds.

Subject: Welfare measures for Postmen and other field staff engaged in outdoor duty during the summer / heat-wave season — reg.
The intense summer presently prevailing across the State, with day temperatures in most parts of Andhra Pradesh routinely crossing 40 °C and the IMD issuing repeated heatwave advisories, has rendered outdoor duty particularly arduous for our field functionaries. Postmen, Mail Overseers, Cash Overseers, GDS another officials engaged in beat delivery, conveyance of cash and articles, IPPB doorstep banking and supervisory field visits remain exposed to prolonged direct heat through-out the working day, very often without access to shaded resting points or potable drinking water along their beats. The risk of heat exhaustion and dehydration among delivery staff during the present season is real and immediate, and merits proactive action on the part of the Department.
In recognition of the demanding conditions under which these officials continue to deliver mail, parcels and financial services to the doorstep of citizens, including in remote, tribal and semi-urban areas and as a measure of staff welfare, Regions may consider
(i) Provision of buttermilk, ORS, lemon water and glucose/Postmen, Mail Overseers, Cash Overseers, GDS/another field staff, during the summer months till the onset of the South-West Monsoon;
(ii) Supply of good-quality umbrellas wherever required to staff engaged in outdoor duty, to afford basic protection from the sun and the rains that follow. Divisional Heads may ensure that the umbrellas procured are sturdy, of adequate size, and suitable for daily field use.
The expenditure on this account may be met from the Office Expenses head or any other relevant head within available funds. Divisional Heads are requested to issue suitable instructions to all Sub-Divisional Heads and Head Postmasters in their jurisdiction to ensure that adequate arrangements are made at every Head Office, Sub Office and Branch Office for cool drinking water. Special attention may be paid to single-handed Sub Offices and Branch Offices situated in interior pockets, where access to such facilities is otherwise limited.
Divisional Heads may also consider, wherever operationally feasible, the rescheduling of long beat deliveries to the relatively cooler hours of the morning, and ensuring that no field official is required to remain on outdoor duty during the peak afternoon hours without an adequate rest interval. First-aid arrangements, including ORS sachets and basic medication for heat stroke, may be maintained at all delivery offices in coordination with the local PDCs.
A brief compliance report indicating the action taken, the number of offices covered, the number of umbrellas distributed, and the expenditure incurred may be furnished to this office by the 10th of the subsequent month, till the discontinuance of this welfare measure.
The welfare and well-being of our field staff, who are the face of the Department to the public and who sustain the last-mile delivery network on which the entire postal system rests, is of paramount importance. Divisional Heads are personally requested to ensure that the spirit of these instructions is translated into action on the ground, and that no field official is left without due care during this difficult season.
