OFFICE MEMORANDUM

Sub.: Uploading of Draft Recruitment Rules (RR) for the Post of Executive Engineer (Civil) of Postal Engineering Wing in Department of Posts, Ministry of Communications on India Post website – Furnishing of Comments on Draft RR – regarding.

The proposed Recruitment Rules for the post of Executive Engineer (Civil) of Postal Engineering Wing has been approved by the competent authority. Objection/comments, if any, are invited from all the stakeholders within 30 days from the date of uploading of this O.M on the India Post website. Objection/comments received upto 27.07.2026 only shall be considered.

This issues with the approval of the Chief Engineer-I.

NOTIFICATION

Draft Recruitment Rule for Executive Engineer (Civil) for Postal Engineering Wing.

G.S.R. …… – In exercise of the powers conferred by the provision to article 309 of the Constitution, the President hereby makes the following rules to regulate the method of Recruitment to the posts of Executive Engineer (Civil) in the Engineering Wing of the Department of Posts of the Ministry of Communications, namely: –

  1. Short title and Commencement

    • (1) These Rules may be called the Department of Posts Executive Engineer (Civil) Recruitment Rules, 2026.

    • (2) They shall come into force on the date of their publication in the Official Gazette.

  2. Application – These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

  3. Number of posts, classification and scale of pay – As specified in column 2 to 4 of the Schedule.

  4. Method of recruitment, age limit, qualifications etc. – As specified in column 5 to 13 of the Schedule.

  5. Disqualifications – No person, (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts: Provided that the Central Government may exempt any person if satisfied under personal law.

  6. Initial constitution of the posts – (1) All Gazetted officers of Postal Engineering Wing holding the posts of Executive Engineer (Civil) on regular basis shall be deemed appointed under these rules. (2) Their regular continuous service before commencement shall count for probation, promotion, confirmation and pension.

  7. Probation – (1) Two years probation. (2) Extension possible with reasons recorded. (3) If unfit, officer may be reverted. (4) Training/exams may be required. (5) Governed by Government orders.

  8. Power to relax – Central Government may relax provisions in consultation with UPSC.

  9. Savings – Reservations, age relaxations and concessions for SC/ST/Ex-servicemen etc. remain applicable.

Failing which, deputation from Central/State Govt/autonomous bodies in analogous post or AE (Civil) with 9 years service.

Note 1: Eligibility date for promotion as per Government instructions. Note 2: Seniors considered along with juniors if short of qualifying service by ≤ 2 years or half the requirement, provided probation completed.
