Subject: Framing of Recruitment Rules of Staff Car Driver (Special Grade) in Department of Posts (Headquarters), Ministry of Communications and Rafi Ahmad Kidwai National Postal Academy (RAKNPA) – reg.

The undersigned is directed to refer to the above-mentioned subject in terms of DoP&T's O.M. No. AB-14017/61/2008-Estt.(RR) dated 13.10.2015 and to say that stakeholders are hereby requested to submit their comments, if any, to the undersigned on the draft Recruitment Rules for the post of Staff Car Driver (Special Grade) Department of Posts (Headquarters), Ministry of Communications and Rafi Ahmad Kidwai National Postal Academy (RAKNPA) within 30 days from the issuance of this O.M.

This issues with the approval of Competent Authority.

G.S.R. (E).- In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Special Grade) in Department of Posts (Headquarters), Ministry of Communications and Rafi Ahmad Kidwai National Postal Academy (RAKNPA), namely:

Short title and commencement – (1) These rules may be called the Ministry of Communications, Department of Posts, Staff Car Driver (Special Grade), in Department of Posts (Headquarters) and Rafi Ahmad Kidwai National Postal Academy (RAKNPA), Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and pay level – As specified in the Schedule.

Method of recruitment, age-limit, qualification, etc. – As specified in the Schedule.

Disqualification – No person who has contracted a marriage with a spouse living, or who has a spouse living and contracted another marriage, shall be eligible for appointment, except where permitted under personal law.

Power to relax – The Central Government may relax provisions for specific categories.

Saving – Reservation, age relaxation, and concessions for SC/ST/OBC/Ex-servicemen and other categories will continue as per Government orders.

Educational Qualifications: Not applicable

Probation: 2 years

Method of Recruitment: Promotion

Eligibility for Promotion: Staff Car Driver Grade-I in Level-5 with 3 years regular service
