FNPO Requests Error-Free Integration of APT with Finacle for Accurate Accounting

The Federation of National Postal Organisations (FNPO), through a representation dated 25 July 2026, has urged the Department of Posts to ensure seamless and automated integration of the Advanced Postal Technology (APT) system with Finacle to achieve accurate and reliable accounting.

FNPO highlighted that before the rollout of APT, accounting operations were managed through Finacle-SAP integration, introduced in 2019. This automated system eliminated the need for manual posting of POSB figures and significantly reduced accounting discrepancies. Daily Accounts were generated on the following day (T+1), ensuring accuracy and reliability. During this period, instances of incorrect booking under Heads of Account, wrong accounting of amounts, and other financial discrepancies were virtually eliminated.

However, after the implementation of APT in 2025, FNPO observed a departure from this proven accounting system. The present practice involves manual fetching and processing of figures, increasing the possibility of accounting errors, omissions, and financial irregularities. The Federation pointed out that SBCO units continue to receive objections regarding incorrect accounting in Sub Offices, many of which come to light several years later, making verification difficult due to non-availability of records.

The representation also draws attention to severe manpower shortages in SBCO units following the merger of SBCO Postal Assistants with Post Office PAs. Many SBCO units have become understaffed or nearly non-functional, making manual accounting processes more vulnerable to errors and increasing the risk of financial loss to the Department.

FNPO has therefore requested the Department to restore a fully automated accounting mechanism by ensuring proper integration of APT with Finacle without manual intervention. If necessary, it suggested reverting to the earlier and more dependable T+1 Daily Account generation system, even if it results in a one-day delay, as this would ensure greater accuracy, transparency, accountability, and integrity in financial management.

The Federation emphasized that automated integration would safeguard public money, minimize accounting discrepancies, strengthen financial controls, and enhance public confidence in the Department’s accounting system. It has requested early examination of the issue and immediate action for implementing a fully automated and error-free APT–Finacle integration.
