HSG-I (NFG) Guidelines – Key Highlights

Purpose

The guidelines provide for Non-Functional Upgrade (NFU) to the grade of HSG-I (Non-Functional Grade) with Grade Pay ₹4,800 (now corresponding Pay Level). The upgrade is granted without any change in duties or responsibilities.

1. Eligibility

• HSG-I officials who are senior-most and have completed at least 2 years of service in HSG-I.
• Subject to the number of HSG-I (NFG) posts available in the Circle.
• Eligible retired officials may also be considered if they satisfy the conditions on the due date.

2. Nature of Upgrade

• HSG-I (NFG) is a non-functional financial upgradation, not a promotion.
• Granted in-situ without identifying separate posts.
• Does not provide any right to:
  • Promotion to a higher post.
  • Deputation benefits.
  • Other promotional advantages.
• The benefit is personal to the official.

3. Procedure

• Upgradation is granted from the date a vacancy becomes available within the prescribed HSG-I (NFG) ceiling of the Circle.
• Eligible officials must fulfill all prescribed conditions and follow the standard NFU process.

4. Screening Committee

A three-member Screening Committee will examine and recommend cases:

1. Director of Postal Services (HQ) – Chairman
2. APMG (Staff)/AD (Staff) – Member
3. Assistant Postmaster General or equivalent officer – Member

5. Other Important Provisions

• If committee positions are vacant, officers holding additional charge may act as Chairman/Member.
• Screening may be conducted one month before the anticipated vacancy to avoid financial loss to eligible officials.
• Cases involving suspension, disciplinary proceedings, criminal proceedings, or penalties will be governed by applicable NFU/Promotion rules.
• Officials on deputation, study leave, or sanctioned leave are also eligible for consideration under prescribed procedures.
• Any doubts or issues may be referred to the Directorate for clarification.
• Instructions take effect from the date of issue.
