Madam/Sir,

Kind reference is invited to this office letter dated 24.01.2024 (copy enclosed), wherein all Postal Circles were requested to procure Android Tablets for deployment at identified POS counters in GPOs/HOs for implementation of the Dynamic QR Code Payment Solution through the modified DARPAN application.

2. Subsequently, with the rollout of the Advanced Postal Technology (APT) application, the Dynamic QR Code payment functionality has been integrated into APT. Accordingly, QR Code-based payment transactions are now being carried out directly through the APT application, and the Android Tablets procured for the earlier DARPAN-based solution are no longer required for their originally intended purpose at POS counters.
3. The matter has been examined, and it has been observed that while many Postal Circles are utilizing these tablets effectively for various official purposes, some Circles have not put them to use due to the absence of specific instructions from the Directorate.
4. In this regard, it is to inform that the Android Tablets continue to be valuable departmental IT assets and may be effectively utilized for various official, operational and administrative purposes. Accordingly, all Postal Circles are requested to ensure optimum utilization of these tablets, wherever they are not required for counter operations, for official purposes such as:

i. Attending official virtual meetings and video conferences;

ii. Conducting and attending online training programmes, workshops, and capacity-building sessions;

iii. Accessing departmental applications, portals, and dashboards for operational monitoring, supervision, and reporting;

iv. Supporting digital verification, customer facilitation, and other field-level operational activities;

v. Utilization during inspections, reviews, monitoring, and other supervisory functions;

vi. Digital documentation, eOffice work, and other paperless office initiatives;

vii. Since laptops have been provided to Sub-Divisional Heads and Divisional Heads, these tablets may be allotted to ASPs/IPs working in Divisional Offices, who have not been provided with laptops or tablets, to facilitate performance monitoring in APT and participation in official video conferences;

viii. Carrying out work relating to Postal Life Insurance (PLI), Digital Life Certificate (DLC), and Dak Chaupal activities;

ix. Use by Marketing Executives for promotion of departmental products and services and by Area Managers (PLI/RPLI) for PLI/RPLI marketing activities;

x. Customer service, business development activities, monitoring of targets, counter awareness programmes, customer camps/melas, doorstep banking, promotion of departmental schemes and products, generation of PLI/RPLI quotations, BNPL registration, booking of business leads, field-level data collection, and access to departmental applications and portals;

xi. Deployment at 'May I Help You' counters for customer assistance; and

xii. Any other official administrative or operational purpose as considered appropriate by the Circle administration.
