Purpose
The Directorate has invited applications from willing and eligible officials for nomination as Technical Delegates or Central Observers for the 38th All India Postal Chess Tournament 2026-27.
Categories of Eligible Officials
Officials can apply under the following categories:
Category-I
- Officials from the empanelled list of Technical Delegates maintained by the Directorate.
Category-II
- Sports Development Officers and Sports Coaches.
Category-III
- Veteran sportspersons (above 45 years of age) who have represented the concerned sport and are no longer active players.
Category-IV
- Officials having experience in organizing sports events at Circle level.
Category-V
- Any official having interest in sports activities.
- A brief write-up of about 50 words on sports interest, experience, and contribution is required.
Duties of Technical Delegates and Central Observers
Central Observer
- Observe the conduct of the tournament.
- Ensure compliance with prescribed rules and regulations.
- Submit a detailed report after completion of the event.
Technical Delegate
- Monitor adherence to game rules and competition guidelines.
- Report any deviations or irregularities.
- Ensure proper conduct of the tournament and functioning of the Jury of Appeal.
- Verify results and related records.
Application Process
- Applications must be forwarded by the Head of Circle.
- The category under which the official is applying should be clearly indicated.
- Applications should be submitted in the prescribed Annexure-I format.
Information Required in Application
Applicants must furnish:
- Name and designation
- Office address
- Date of Birth
- Date of Superannuation
- Sports discipline
- Sports quota status
- Qualification/Course details
- Institution/Association from which qualified
- Status as active player or veteran
- Experience in All India/National/International competitions
- Experience as Coach/Referee/Trainer
- Previous nominations as Technical Delegate/Central Observer during the last five years
Important Declaration
The applicant must certify that:
- He/She will not withdraw candidature after nomination.
- He/She will not participate as a player in the same tournament.
- He/She will not act as Manager or Coach of the Circle team.
Reporting Requirement
- The nominated Central Observer must submit a report within 7 days of completion of the tournament to the Secretary, Postal Sports Board.
- The Host Circle Sports Board will also submit a separate report.
- These reports form the basis for official declaration and circulation of tournament results.

The Directorate records indicate a few officials already associated with Chess Technical Delegation, including:
- Shri Azad Lal Pasi (Postal Directorate)
- Shri Rakesh Chander Dhyani (Department of Posts)
- Shri Narendra Shimali, Sports Inspector, Rajasthan Circle (National Arbiter)

Interested and eligible officials possessing sports experience, organizational skills, or expertise in Chess are encouraged to submit their willingness through the proper channel for consideration as Technical Delegate or Central Observer for the 38th AIP Chess Tournament 2026-27.
