OFFICE MEMORANDUM

Subject: Constitution of Committee to examine and address issues relating to the paperless functioning of Railway Mail Service (RMS) and other mail offices - reg.

The undersigned is directed to convey the approval of the Competent Authority to constitute a Committee to examine and address issues relating to the paperless functioning of Railway Mail Service (RMS) and other mail offices.

2. The proposed composition of the Committee is as under:

3. The Chairperson of the Committee may invite or co-opt any other expert who has knowledge or experience in the field of mail operations.

4. The draft Terms of Reference (ToR) of the Committee shall be as follows:
   i. Review the existing processes, records and documentation involved in the functioning of RMS’ mail offices and identify activities that can be made paperless.
   ii. Develop an appropriate framework and implementation strategy for end-to-end paperless functioning of RMS’ mail offices.
   iii. Identify the processes relating to receipt, processing, transmission, dispatch and delivery of mail that can be digitized and recommend suitable digital solutions.
   iv. Recommend measures for digital generation, processing, authentication, maintenance and retrieval of RMS records and documents, with minimum dependence on physical records.
   v. Examine the existing applications and softwares used in RMS operations and recommend their integration/interoperability to facilitate seamless paperless functioning.
   vi. Identify bottlenecks and operational challenges in implementation of paperless RMS and recommend suitable measures for addressing them.
   vii. Recommend an effective monitoring mechanism for ensuring implementation and sustained adoption of paperless processes across RMS offices.

5. The concerned Divisions/Wings and Circles may be consulted for obtaining operational inputs and suggestions, wherever required. The exercise may result in specific and implementable recommendations for transitioning RMS’mail office operations towards a paperless, digitally enabled and efficiently monitored system.

6. The Committee will submit its report within one months from the date of this OM.

7. This issues with the approval of the Secretary (Posts).
