The Federation of National Postal Organisations (FNPO), through its letter dated 12.08.2026, addressed to the Chairman, Postal Services Board & Secretary (Posts), has submitted suggestions regarding the proposed reorganisation of the Department of Posts. Avoid unnecessary bifurcation of offices: FNPO suggests deploying PMGs, DPSs, SSPOs, SPOs and other senior officers to suitable CO/RO and DO offices for monitoring administration, operations, inspection and business development instead of creating excessive administrative layers. It also cautions against reducing operational staff while increasing administrative/monitoring strength.
2. Consultation with unions and stakeholders: In circles such as Karnataka, West Bengal, Tamil Nadu and Telangana, concerns have reportedly arisen over proposed reorganisation of Divisions/Ros. FNPO requests Circle Heads to conduct meetings with Circle-level unions and stakeholders before finalising proposals.
3. Protect RMS divisions and staff welfare: FNPO opposes the proposed merger/bifurcation of RMS divisions where it may adversely affect mail operations, supervision and employee welfare.

Review establishment norms: The federation states that stakeholders were not adequately informed about the proposed establishment norms and argues that unrealistic norms could reduce operational manpower. It recommends streamlining the norms before implementing reorganisation, with stakeholder participation.
5. Control financial impact: Any restructuring should avoid creating a heavy financial burden or causing financial losses to the Department.
6. Further discussions before finalisation: FNPO requests constructive meetings with service unions after receiving proposals from all Circles and before the Postal Services Board takes a final decision.

Protect existing sanctioned posts: It seeks clarity on the utilisation of PA/CO/RO and SS posts in the proposed structure and requests that sanctioned strength should not be surrendered, diverted or altered merely because of restructuring without proper assessment of workload and functional requirements.
8. Strengthen sales and business development: Rather than excessive decentralisation of administrative offices, FNPO recommends creating an effective sales force to increase departmental revenue and reduce undue pressure arising from targets on staff/BPMs/SPMs.
9. Focus on major business customers: Since banks, corporates and other large institutions are mainly located in metropolitan cities and State/Central capitals, marketing personnel should focus on securing business from these institutions. Surplus administrative and operational manpower may be utilised for effective management.
10. Integrate Business Development with Postal Operations: FNPO emphasises that sustainable business growth requires operational efficiency, customer confidence, speedy execution and experienced supervision. Marketing alone cannot compensate for operational deficiencies. Therefore, Business Development and Postal Operations should function as integrated and mutually reinforcing components of the Department's organisational structure.

FNPO has requested that all Circle Heads hold consultations with stakeholder unions while finalising reorganisation proposals, followed by a final meeting at the Directorate level before implementation.
