Strengthening India Post's Marketing & Sales Vertical: FNPO's Suggestions and Roadmap

Background

The Federation of National Postal Organisations (FNPO) welcomed the Department of Posts' initiative to establish a dedicated Marketing & Sales Vertical to strengthen business development, customer outreach, and revenue generation. FNPO supported the revised proposal that treats the Vertical as a cadre-neutral functional assignment rather than creating a separate cadre, thereby preserving seniority, lien, and promotional prospects of employees in their parent cadres.

Key Observations

  • Marketing should remain a functional responsibility and not become a separate permanent service.
  • Officials working in the Vertical should continue to belong to their parent cadres while contributing to business development.
  • The existing proposal overlooks the vast administrative and business-development experience available in HSG-II and HSG-I cadres.

Need for Incentives

FNPO noted that Marketing & Sales duties involve:

  • Business development
  • Institutional marketing
  • Customer acquisition
  • Revenue generation
  • Digital promotion and social media campaigns
  • Corporate liaison and target achievement

Since these responsibilities are substantially different from routine departmental work, suitable incentives are necessary to attract capable officials.

Major Recommendations

  1. Special Marketing Allowance for officials deployed in the Vertical.
  2. Performance-Linked Incentives based on measurable incremental revenue.
  3. Higher Functional Pay Benefit during tenure in the Vertical.
  4. Business Development Incentives for procuring institutional business in Parcel, Logistics, POSB, PLI/RPLI, and other services.
  5. Mobility & Communication Support such as laptops/tablets, official mobile connectivity, internet reimbursement, conveyance allowance, and travel support.
  6. Recognition Schemes including awards, commendation certificates, training opportunities, and preference in future promotions.
  7. Professional Training in Marketing, Digital Marketing, CRM, Business Development, and Data Analytics through reputed institutions.

Safeguards Proposed

  • The Vertical should remain purely a functional assignment.
  • Cadre strength, seniority, promotional opportunities, and service conditions should remain unaffected.
  • Employees should retain all rights and promotional prospects in their parent cadres.
  • Final implementation should occur only after consultation with all recognized Federations.

Conclusion

FNPO strongly supports the establishment of the Marketing & Sales Vertical but recommends a more inclusive cadre structure, adequate financial incentives, professional training, modern marketing tools, and protection of existing promotional avenues. According to FNPO, these measures will make the Vertical more practical, employee-friendly, and effective in enhancing the Department's revenue, competitiveness, and public image.
