Subject: Adherence to Rotational Transfer Guidelines and Instructions on Posting to Sensitive Posts – regarding.
Madam/Sir,
I am directed to refer to this Directorate's letter of even no. dated 11.12.2025 (copy enclosed along with enclosures) on the subject mentioned above which is self-explanatory.
It has come to notice of this Office that the aforesaid instructions dated 11.12.2025 are not being followed in many Circles in its true spirit. Many Officers/Officials are being continued on the same posts even after completion of tenure or by the way of attachment after completion of tenure, which is in violation of the aforesaid instructions.
All Circles are requested to ensure strict compliance of the aforesaid rotational transfer guidelines relating to postings on sensitive and non-sensitive posts issued on 11.12.2025. It may also be ensured that transfer and posting practices are carried out in a transparent, fair, and uniform manner, with due adherence to prescribed norms.
All Circles are accordingly requested to review the period of posting of all Officers/Officials as per the aforesaid instructions dated 11.12.2025 and submit a report to SPN Branch within a fortnight and thereafter on quarterly basis. Details of Officers/Officials, who are posted in the same branch (for more than 3 years)/same station (for more than 6 years) may be furnished immediately. In case, no such Officers/Officials are available, who are overstayed the tenure, a 'Nil' report may be furnished.
This issues with the approval of the Competent Authority.
