AIASC (Gr. B) Requests Immediate Convening of DPCs for HSG-I (Non-Functional Grade) Against Existing Vacancies

AIASC (Gr. B) CHQ appeals to the Hon'ble Secretary (Posts), New Delhi regarding urgent intervention for convening of DPC for grant of HSG-I (Non-Functional Grade).

On the reference subject, this association earnestly seeks your personal intervention for ensuring immediate implementation of the consolidated guidelines regarding HSG-I (Non-Functional Grade) issued by the Postal Directorate vide F. No. X-03/04/2026-SPN-II dated 01.07.2026.

2. The Association gratefully acknowledges the initiative of the Directorate in issuing the aforesaid consolidated guidelines, which provide a clear framework for processing cases for grant of HSG-I (Non-Functional Grade) to eligible HSG-I officials. However, despite the issuance of these instructions, it has come to the notice of this Association that HSG-I (NFG) posts are still lying vacant in various Circles merely for want of convening of DPCs & eligible HSG-I officials are facing financial loss.

3. This Association is continuously receiving references from Circle Secretaries of different Circles, bringing to its notice that eligible HSG-I officials are awaiting consideration for grant of HSG-I (NFG), whereas the corresponding posts/vacancies remain unfilled. The situation is a matter of serious concern, as the continued non-utilization of the available HSG-I (NFG) vacancies defeats the very purpose of providing a structured avenue of career progression to eligible HSG-I officials.

4. It is respectfully submitted that once the Directorate has prescribed the consolidated guidelines for HSG-I (NFG), the subsequent action at Circle level should follow promptly and uniformly. The delay in convening DPCs not only results in avoidable administrative pendency but also causes loss of timely career progression and consequential benefits to officials who have otherwise become eligible for consideration.

5. The Association particularly wishes to emphasize that HSG-I (NFG) is not a fresh creation of promotional posts requiring a prolonged process of cadre restructuring. Wherever sanctioned/available HSG-I (NFG) vacancies exist and eligible officials are available, the vacancies should be utilized through the prescribed DPC mechanism in accordance with the Directorate's consolidated instructions dated 01.07.2026.

6. It is, therefore, earnestly requested that the matter may kindly be examined at the Directorate level and necessary directions may be issued to all concerned Circles to immediately initiate/complete the requisite process and convene DPCs for HSG-I (NFG) against all existing vacancies, strictly in accordance with F. No. X-03/04/2026-SPN-II dated 01.07.2026.

7. The Association further requests that the implementation of the said consolidated guidelines may kindly be monitored at the Directorate level, so that the instructions are implemented uniformly by all Circles and eligible HSG-I officials are not deprived of their legitimate career progression merely due to delay in convening the DPC.

8. Your kind and timely intervention in this matter will go a long way in restoring confidence among the supervisory cadre and ensuring that the benefit of the Directorate's own instructions reaches the eligible officials without further avoidable delay.

9. In view of the above, this Association earnestly appeals to your goodself to kindly intervene personally and cause immediate necessary action for convening DPCs for HSG-I (NFG) against the existing vacancies throughout the Circles, with appropriate directions for strict and time-bound implementation of the consolidated guidelines dated 01.07.2026. The Association shall remain highly obliged for your kind, sympathetic and expeditious intervention in the matter.
