Subject: Implementation of Biometric/OTP-based Geo-tagged Attendance System for Gramin Dak Sevaks (GDS) and Departmental Employees through Dak Saathi App – regarding.
Sir,
I am directed to refer to the review meeting chaired by Member (Personnel) on 18.09.2026 regarding the geo-tagged biometric/facial attendance mechanism for Branch Postmasters (BPMs) and other categories of staff.
In view of the operational constraints encountered with the AeBAS application on MDM-enabled IPPB devices and the necessity of establishing a reliable, independent attendance infrastructure, CEPT was requested vide this office letter dated 12.08.2026 to deploy the attendance module within the Dak Saathi App (formerly My Employee App).
Consequent upon the sharing of the Dak Saathi APK with IPPB (reported vide CEPT email dated 07.09.2026), IPPB has pushed the App to 15 devices of BOs of Madhya Pradesh Circle and the same is being presently being tested in the said BOs as the first phase of implementation and further based on the BO report, it will be implemented in rest of the BOs of Pan India in a following phase manner:
(a) Phase-I (Pilot Rollout): To be implemented across all BOs of two selected Postal Divisions in every Postal Circle w.e.f. 01.10.2026. (b) Observation Period: Circles will monitor field performance and submit feedback/observations latest by 05.11.2026. (c) Phase-II (Pan-India Extension): Rollout to all remaining BOs across the country w.e.f. 01.12.2026.
To facilitate the smooth execution of the rollout, CEPT is requested to undertake the following actions:
(a) MDM Push & Coordination: Coordinate closely with IPPB to ensure seamless deployment and push of the stable Dak Saathi application to all MDM-enabled BPM devices across Circles. (b) SOP and Process Flow: Furnish the detailed SOP/process flow, technical requirements for successful implementation of biometric/OTP-based attendance through the Dak Saathi App. (c) MIS Dashboard: Operationalize an administrative MIS dashboard at the Directorate, Circle, and Divisional levels for real-time monitoring of attendance, anomaly detection, and leave reconciliation. (d) Facial Attendance Development: Expedite the final development, testing, and rollout of the facial recognition feature to replace the interim OTP/biometric mechanism at the earliest.

Copy for information and necessary action to:
- The Managing Director & CEO, India Post Payments Bank (IPPB), Corporate Office, New Delhi: With the request to facilitate the immediate deployment/push of the Dak Saathi APK across all MDM-managed BPM devices in coordination with CEPT.
- The Chief Postmaster General, Madhya Pradesh Circle, Bhopal: With the request to furnish the consolidated field evaluation report of the 15 pilot BOs latest by 28.09.2026, highlighting app stability, geo-fencing accuracy, authentication performance, and operational issues.
- All Heads of Postal Circles (CPMGs): For information and necessary action. Circles are requested to (i) Identify and notify two Divisions (one rural/remote and one urban) for the Phase-I pilot by 28.09.2026; (ii) Sensitize field units and ensure operational readiness for pilot launch w.e.f. 01.10.2026; (iii) Submit a comprehensive one-month performance/feedback report to this Directorate latest by 10.11.2026.
- The DDG (P), Dak Bhawan, New Delhi: With the request to examine the feasibility and scope of extending the Dak Saathi attendance module to departmental staff, including eligible cadres, preferred interim authentication modes (OTP vs. Circle-provided MANTRA biometric devices), and necessary administrative instructions regarding mobile app usage on personal devices.
