Subject: Reduction of the existing five‑year restriction on Inter‑Circle Transfer under Rule 38 to three years in respect of Postmen/Mail Guards/MTS appointed in Delhi Circle from surplus qualified and willing GDS candidates of other Circles under the Special Recruitment Drive – Furnishing of Comments – regarding.

Sir,
I am directed to refer to the representations received from the service associations requesting for reduction of the existing five‑years restriction on Inter‑Circle Transfer under Rule 38 to three years in respect of Postmen/Mail Guards/MTS appointed in Delhi Circle from surplus, qualified and willing GDS candidates of other Circles under the Special Recruitment Drive.

2. In this regard, Delhi Circle is requested to provide its comments/views on the proposal, particularly keeping in view the present manpower position in the concerned cadres, likely impact on availability of staff in Delhi Circle, functioning of this scheme, any other administrative effects, pros and cons of reducing the time limit from 5 years to 3 years etc.

3. The comments of the Circle may kindly be furnished urgently for further consideration of the matter.

4. This issues with the approval of the Competent Authority.
