Subject: Non-Processing of cases under the GDS Compassionate Engagement (CCE) Cycle in APT 2.0 – reg.

Madam/Sir,
Please refer to this office letter dated 24.08.2026, vide which the schedule for the GDS Compassionate Engagement (CCE) cycle in APT 2.0 was issued. As per the prescribed instructions, all cases migrated to APT 2.0 were required to be processed by the Circles, and further action taken to approve or reject the cases within the stipulated timelines.

It has, however, been observed that Odisha Circle has not conducted the CCE for any of the cases migrated to APT 2.0. Such inaction defeats the very objective of ensuring time-bound compassionate engagement, as envisaged in this office letter dated 07.01.2026, read with the letter dated 24.08.2026. Odisha Circle is, therefore, requested to furnish the details of all cases migrated to APT 2.0 as on 31.08.2026, along with the reasons for non-processing of these cases.

Further, the Circle-wise status of CCE and subsequent processing of cases as on 28.10.2026 is enclosed. Out of 317 cases recommended by the CCE, 99 have been approved by the competent authorities, 9 have been rejected, and 149 have been referred back to the Divisional Office (DO)/CCE for clarification by the approving authorities.

It is reiterated that the approving authorities, i.e., DPS/PMG/CPMG, as applicable, are required to take a final decision on each case, either by approving or rejecting it, within the prescribed timelines. Accordingly, all Circles are requested to ensure close and effective monitoring of the 149 cases referred back for clarification, obtain the requisite clarifications expeditiously, and ensure that a final decision is taken in each case by 10.11.2026, which is the last date for completion of the exercise.

It is further emphasized that the APT 2.0 portal does not provide any facility to carry forward a case to the next CCE cycle under any circumstances. It is, therefore, imperative that the approving authorities accord the matter the highest priority and ensure that every case is finally decided, either by approval or rejection, within the stipulated timeframe.

The Circles are, therefore, requested to accord top priority to the matter and ensure completion of the entire exercise, including disposal of all pending cases, within the stipulated timeline, without fail.

This issues with the approval of the competent authority.

Yours faithfully,

Gurvinder Singh
Assistant Director General (GDS)
