It has been reported by Circle Secretaries that there is no declination from Bihar / Gujarat / Punjab / Himachal Pradesh and Kerala Circle.
Following two officers of MP circle posted in UP circle have said to be declined promotion.

2. Shri L.K.M.Khedikala
