Dearness Allowance (DA) Partiality VI and VII CPC Scales

DA is not fully compensated for VI cpc scales and VII cpc scales.

Here is an example.

Person "X" get a basic pay of 20000/- + transport allowance 800/-
DA 125 to 132% diff 7%. "X" get an arrear of Rs. 1456/- per month

Now we come to VII CPC

Basic pay 51400 + TRA 1800
DA 0 to 2% diff 2% "X" get an arrear of Rs.1064/ Loss of Rs.392 per month 

Who has to bring this to end. 

My suggestion is DA round of should be round off to 0.5 since old formula of 1 is equal to 0.5 of new
