Subject: Delegation of Financial Powers to the Director General Postal Services (DGPS) and Members of the Postal Services Board of Department of Posts
Reference:
- Previous OMs: 6-14/2016/Fin.Coord (07.06.2016), 6-1/2021/Fin.Coord (08.07.2021, 15.03.2023), 6-3/2023-FA(P) (18.09.2023), 6-3/2024-FA(P) (21.05.2024, 07.10.2024).
- Financial powers were previously delegated to Members of the Postal Services Board (PSB) but not to DGPS.
Delegation Approval:
- Secretary (Posts) and AS&FA delegate financial powers under Rule 12(2) of Delegation of Financial Power Rules (DFPR), 2024 to:
- DGPS (Appendix-I)
- Members (PSB) (Appendix-II).
Conditions:
- Powers apply to revenue/capital expenditure, adhering to:
- General Financial Rules (GFR), Procurement Manuals, and Ministry of Finance guidelines.
- Funds availability and necessity of purchase.
- No splitting of contracts to bypass higher authority sanctions.
- Effective from: 01.04.2025.
Implementation:
- DGPS/Members must consult Integrated Finance Advisors (IFAs).
- Cases requiring Secretary/Minister approval must be administratively cleared by DGPS/Members first.
