Revised Seniority Rules for Inspector Posts (IP) 2017-2019: DoPT Guidelines & Withdrawal of Previous Lists

Subject: All India Seniority Lists of Inspector Posts (IP) for the Years 2017, 2018 & 2019 – Regarding

Madam/Sir,
I am directed to refer to the subject mentioned above and to inform that, following an extensive review of the guidelines issued by the Department of Personnel & Training (DoPT) vide OM No. 20011/2/2019-Estt.(D) dated 13.08.2021 (issued in pursuance of the Hon’ble Supreme Court of India’s order in the case of K. Meghchandra Singh & Ors vs Nigam Siro & Ors), the instructions pertaining to the determination of seniority between direct recruits (DR) and departmental promotees (DP), as well as their inter-se seniority, have been modified.

These modifications are based on the criteria mentioned in para-7 of the aforementioned OM. With reference to the provisions of the OM dated 13.08.2021, it is clarified by DoPT that:

(i) The provisions of para 7(iv) of the DoPT OM dated 13.08.2021 shall not apply where all appointments under either of the prescribed recruitment methods (promotion or direct recruitment) have been made on or after 19.11.2019.

(ii) Where all persons recommended for appointment (either on promotion or direct recruitment basis) joined the post on or after 19.11.2019, their inter-se seniority would be governed by para 7(v) of the OM dated 13.08.2021, i.e., based on the year of their actual joining/appointment to the post.

Recruitment Process for 2017 & 2018:
Though the recruitment process for direct recruits and promotees for the years 2017 & 2018 was initiated before 19.11.2019, all subsequent appointments were made after 19.11.2019.

Hence, their inter-se seniority would be governed by para 7(v) of the DoPT OM dated 13.08.2021, meaning their seniority will be determined by the year they actually joined/were appointed in the IP cadre.

Withdrawal of Previous Seniority Lists:

Accordingly, the All India Seniority Lists of IP for the year 2017 (issued vide letters No. X-07/17/2022-SPN-II dated 14.03.2024, 16.02.2023, and 12.09.2022) and for the year 2018 (issued vide letters No. X-07/18/2022-SPN-II dated 20.07.2023, 20.02.2023, and 12.02.2022) are hereby withdrawn ab initio.

Seniority Determination for 2017, 2018 & 2019 Appointees:
  • Since IPs appointed/promoted based on the recruitment years 2017, 2018 & 2019 joined in or after 2020, no separate All India Seniority Lists will be prepared for these years.
  • Their seniority will instead be determined based on the year they actually joined/were appointed in the IP cadre, as per DoPT OM dated 13.08.2021.
Approval & Consultation:
This decision has been taken with the approval of the competent authority, in consultation with DoPT ID Notes No. 20034/3/2024-Pers. Policy (D-Seniority) dated 20.11.2024 & 15.01.2025.
