- Budget Disruptions: These Circles later request the Postal Sports Board to allocate funds to cover liabilities, causing annual budget imbalances.

Strict Prohibition:
- No team nominations or expenditures are permitted without verified availability of funds in the Circle Sports Fund.
- Circles must adhere to budgetary discipline and avoid creating unfunded liabilities.
