Sub: Immediate Request for Allocation of Funds for GDS Training, Melas, and Basic Amenities

Gramin Dak Sevaks (GDS) across the country are facing serious financial constraints in conducting departmental training programs, Melas, and business activities like IPPB and Postal Life Insurance PLi campaigns. Despite continuous departmental pressure to meet targets, not a single penny is being allocated for these essential activities.

Our members are being made to attend training and official Melas at their own cost, including in severe weather conditions. Field officers expect results without providing the minimum support, and routine excuses like "no budget sanctioned" are being used to escape responsibility.

It is concerning that even after the Directorate's clear instructions vide No.01-54/2011-Trg dated 16.05.2013, incidental charges and procedures laid out for GDS during training and similar programs are not being implemented at the ground level. The order clearly provides for travel, food, stay, and stationery expenses yet GDS are being denied basic support.

Every rule is quoted promptly when it comes to restricting GDS entitlements, but when it's about implementing benefit-related orders, there is a deafening silence. Such selective enforcement undermines morale and makes the system look biased and arbitrary.

We, therefore, request the immediate release of funds towards TA/DA, refreshments, and other essential amenities for training sessions and Melas-related activities. The absence of basic support compels GDS officials to manage on their own, directly affecting participation and morale. The Directorate Order No.01-54/2011-Trg dated 16.05.2013 must also be revisited and implemented uniformly across all Circles, as it lays down a clear framework for training and related provisions, which is being selectively applied, leading to disparity and confusion.

Furthermore, in the absence of minimum support facilities, imposing unrealistic targets serves no purpose—expecting performance without tools is like expecting a cart to move without wheels.
