SUB: BOOKING AND DESPATCH OF INSURED ARTICLES OF SPEED POST TO BE TENDERED BY THE CBSE ON 28.06.2025, 30.06.2025, 04.07.2025 and 09.07.2025.

The Central Board of Secondary Education, New Delhi will tender approximately 2800 Insured SP bags containing confidential material for their Supplementary Examination-2025 to be dispatched through Insured Speed Post to various examination centres located in various parts of the country and has requested for special arrangements for booking, dispatch and safe delivery of articles at their respective custodians.

2. It may be noted that this year, CBSE will book their exam material on Four dates i.e. 28.06.2025, 30.06.2025, 04.07.2025 and 09.07.2025 for Delhi NTD. These instructions are in r/o all four dates. Accordingly, the following arrangements will be in place for the all dates of booking and dispatch of the examination material.

3. The SRM, New Delhi Sorting Division, New Delhi-110001 will make arrangements for booking of SP Insured Articles at BPC Market Road, Bhai Veer Singh Marg, New Delhi-110001 on 28.06.2025, 30.06.2025, 04.07.2025 and 09.07.2025 as per Annexure enclosed. He/she will personally monitor the booking and dispatch of these Insured Speed Post articles at the booking office. He/she will also ensure that:

• i. All the arrangements for booking of sensitive material at BPC, Market Road, Bhai Veer Singh Marg, New Delhi-110001 are made well in advance.
• ii. Preventive steps should be taken to ensure proper safety/security arrangements from receipt of the CBSE material till these are dispatched.
• iii. Only Departmental staff should be deployed to handle these sensitive materials.
• iv. Access to the booking office will be controlled and only Departmental staff with IDs will be allowed. Unauthorised attendance shall be strictly prohibited.
• v. Sufficient number of Group 'D' officials for handling closed bags should be arranged as no Group "D" Staff will be provided by CBSE.
• vi. Arrangements to Install the CCTV system in the booking office and recordings of CCTV footage of each day should be stored carefully until further orders.
• vii. Sealed vehicle(s) of CBSE shall reach the booking office before 0700 hours each day.

4. Each article will be booked as Speed Post and insured for Rs. 5000/-. All bookings shall be done under 'BNPL' scheme with Customer Code No. 901-471 allotted to the CBSE. The bill will be sent to CBSE in due course.

5. Direct Insured Speed Post bags will be closed for each destination. The bags so prepared will be sent directly to Delhi APTMO/Delhi RS TMO/New Delhi RS TMO/ Hazrat Nizamuddin RS TMO as per annexure. The Superintendent, Delhi AP TMO & Delhi RS TMO, ASP/IP, New Delhi RS TMO and Hazrat Nizamuddin RS TMO will ensure that the bags are dispatched as per prescribed schedule. They will personally monitor the receipt/dispatch of bags. They will also make adequate arrangements at TMO point for the safe custody till the dispatch of bags.

6. A round the clock control room at BPC Market Road, Bhai Veer Singh Marg, New Delhi-110001 will function to monitor the movement of Speed Post Bags during entire booking, dispatch schedule of all four dates and will convey the confirmation of delivery to CBSE, New Delhi under intimation to this office. The Superintendent, Delhi APTMO / Delhi RS TMO, ASP/IP, New Delhi RS TMO and HN DIN TMO will also establish a control room in their offices on the scheduled date(s) of dispatch and maintain liaison with transit/destination TMOs as well as control room at BPC, Market Road, New Delhi regarding dispatch/receipt of these bags. They will pass on the information regarding dispatch of bags to destination TMO and also confirm the receipt by destination TMOs. 7. All Head of Circles are requested to issue necessary instructions to all concerned to ensure speedy transmission, safe and prompt delivery of these articles. Delivery information should be passed to control room, BPC Market Road, New Delhi-110001 over phone no. 08920704865 & e-mail- bnpldelhi@gmail.com. These parcels are to be delivered at the premises of addresses without claiming any charges, as all the charges will be borne by the sender.

All concerned may be strictly instructed that these articles will be delivered to the concerned addressee only. In no case any articles containing CBSE sensitive materials be returned to sender. Further, if any problem noticed regarding address or Pincode the same should be reported to the Control room at BPC Market Road, New Delhi – 110001 immediately on telephone numbers and e-mail mentioned above and such articles should be kept preserved in lock and key under security arrangement till resolution of the issue.

8. Bags to be routed through surface from Delhi are required to be escorted by an ASP/IP of the destination station from Delhi itself. The concerned Chief PMG/PMG will depute escort officer to report to the concerned TMO at least 5-6 hours before the departure of the train (RMS Section)/Spl. MMS/RTNs. The particulars of the escort officer may be intimated in advance to Sh. Jagdish Chugh (Incharge), over phones 08920704865, 9953567667 & e-mail-bnpldelhi@gmail.com under intimation to this office at examspldelhi@gmail.com.

9. SSRM/SRMs, New Delhi Sorting Division, Air Mail Sorting Division & Delhi Sorting Division will ensure that the bags are dispatched as per schedule. The duties of ASPs/inspectors should be so adjusted that these bags are dispatched in their presence. The security of these bags should be ensured at all points. SSRM/SRM Delhi Sorting Division and New Delhi Sorting Division will depute one ASPs/Inspectors, each from their divisions for escorting the bags from booking office to TMOs.

10. The Sr. Manager, M.M.S., New Delhi-110028 will provide special Mail Motor Schedules from Kashmiri Gate Depot. Delhi-110006 on 28.06.2025, 30.06.2025, 04.07.2025 and 09.07.2025 as per requisition of New Delhi Sorting division. Dedicated drivers may be deputed on these schedules.

11. Additional Expenditure incurred on account of making special arrangements in connection with booking, dispatch, delivery, special MMS vehicles, phone/fax charges, arrangement for escorting the bags, conveyance, stationery charges, contractual labour charges etc. will be borne by the CBSE, New Delhi. These details may be sent to this office for claiming the same from C.B.S.E., Delhi by 31.07.2025 positively.

12. SSRMs/SRMs of concerned RMS Sections / Special MMS Vehicles / RTNs will strictly instruct the staff on duty to co-operate while loading/off-loading of insured bags of CBSE on priority.
