Subject: Inviting of applications for grant of recognition to service associations under the Central Civil Services (Recognition of Service Associations) Rules, 1993.

  • Application Deadline: 14.08.2025
  • Eligible Associations: Central Secretariat Service (CSS), Central Secretariat Stenographers Service (CSSS), and Central Secretariat Clerical Service (CSCS).
  • Applications from other cadres will be rejected.

Central Civil Services (Recognition of Service Associations) Rules, 1993 - Highlights

  • Rule 4: Existing recognized associations continue for one year post-commencement of these rules.
  • Rule 5: Conditions for recognition include:
    • Minimum 35% membership of a category of employees (or 15% for the second-highest association).
    • Membership restricted to distinct categories of government servants.
    • No association based on caste, tribe, or religious denomination.
  • Rule 6: Conditions for continued recognition include:
    • No political fund or support to political parties.
    • Annual submission of member lists, rules, and audited accounts.
  • Rule 7: Verification of membership via the check-off system in payrolls.
  • Rule 8: Recognition may be withdrawn for non-compliance.

Procedure for Verification of Membership

  • Membership verified through the check-off system (deduction of subscription from payrolls).
  • Employees must submit written consent for subscription deduction.
  • Only one association subscription allowed per employee.
  • Recoveries made annually in July.

Additional Notes

  • Relaxation of rules requires prior approval from the Department of Personnel and Training.
  • Interpretation disputes to be resolved by the Government.
