Sub: Urgent Request for Re-examination of Practical Issues in DARPAN IT 2.0 and IDC Implementation in Karnataka Circle.
Respected Sir,
It is informed that the DARPAN IT 2.0 rollout in Karnataka Circle has already begun in several divisions. However, its implementation has brought numerous serious practical problems, particularly for GDS and delivery staff.
The core issue lies in the absence of necessary infrastructure and preparedness on the ground. Mobile devices meant for DARPAN IT 2.0 are not provided to GDS or Postmen. In many cases, the work is being handled using staff’s personal phones or alternate unofficial means, leading to confusion and delay in article delivery.
Moreover, the dual system of obtaining signatures- one on the mobile app and another on the physical manifest has led to double work, wastage of time, and harassment of field staff. Such duplication not only affects delivery timelines but also frustrates both employees and the public.
In rural areas and even parts of Bengaluru, poor network coverage has further crippled the functioning of the DARPAN IT 2.0 system. Delay in syncing, failed updates, and frequent app crashes are being reported across the board.
Parallel to this, the rollout of Independent Delivery Centers (IDCs) without adequate buildings, restrooms, staff accommodation, or field consultation has compounded the problem. In several locations, IDCs are functioning from cramped and unfit premises, and postmen are made to travel long distances, sometimes over 9 km, just to begin their delivery beats.
Instead of strengthening delivery operations, this rushed and unscientific implementation is causing confusion, double workload, and discontent among GDS and departmental employees alike. The simultaneous execution of IT 2.0 and IDC—without resolving the foundational gaps is proving to be counterproductive.
The Karnataka Circle representation (enclosed) provides point-by-point problems observed in actual field conditions. It is clear that unless these issues are addressed first, any further rollout will only escalate the confusion and inefficiency.
We, therefore, humbly request that:
- The implementation of DARPAN IT 2.0 and IDC be immediately reviewed in light of on-ground difficulties.
- Provide official mobile devices and ensure complete network readiness before enforcing mobile-based delivery work.
- Stop double signature requirements and streamline digital and manual processes.
- Defer IDC rollout until minimum infrastructure standards and field consultations are completed.
- Conduct a practical pilot and training before large-scale implementation across divisions.
We, once again, request your urgent intervention and necessary corrective action.
