OFFICE MEMORANDUM
Subject: Use of harmonized labels for international items booked for the USA.
This is in continuation of this office memorandum of even number dated 30th Jan 2025, regarding improvement to be made in data quality captured during the booking of international articles.
2. Further to this, USPS has insisted on the use of harmonized labels in the same way as generated for DNK articles, comprising CN-22/23 with a barcode label (item number). When uniform labels are not used, USPS's automated sorting systems reject them, and the tracking/visibility is also compromised. As a result, items that are shipped from India to the USA experience delays in processing and delivery, and the tracking scans are also incomplete.
3. In order to enable automated sorting and quicker USPS delivery, it is requested that IBCs/Booking Post offices be directed to mandatorily use standard harmonized labels with CN22/CN23 (copies enclosed) and make sure that the barcode stickers are pasted in the dedicated area. Two samples of the harmonized label are attached herewith. The blank form may be given to retail customers, and the filled sample may be shared by IBCs with bulk customers for adoption by them.
4. The circles to ensure that all IBCs follow this requirement and ensure that the harmonized label is affixed by the customers at IBCs while presenting articles for booking.
