Sub: General Election to the Legislative Assembly of Bihar,2025-reg.

Sir/Ma’am,

The Election Commission of India (ECI) is going to conduct General Election to the Legislative Assembly of Bihar for 243 Assembly Constituencies [ Annexure- “A1”]. The term and strength along with seats reserved for Scheduled Castes (SCs) and Scheduled Tribes (STs) of the Assembly Constituencies of Bihar, as per ECI Note. ECI/PN/316/2025 dated 06.10.2025, are as under:

2. The date of polling for first phase (121 ACs) & for second phase (122 ACs) of election in Bihar for he aforesaid General Election have been scheduled for 06.11.2025 (Thursday) & 11.11.2025(Tuesday) respectively and date of counting of votes for the aforesaid General Election have been scheduled for 14.11.2025 (Friday) [Annexure- “A2”].

3. All the service voters registered for above mentioned General Election to the Legislative Assembly of Bihar shall render their postal ballot through ETPBs at the nearest Post Offices anywhere in the country, for booking under Speed Post without pre-payment of charges at the time of booking. The Speed Post charges will be paid by the Chief Electoral Officer of Bihar where the ETPBs are to be delivered.

4. The ETPBs booked up to 13.11.2025 may be accepted for delivery to the respective Returning Officer, as counting of votes is scheduled for 14.11.2025. Further, Postal ballot papers delivered after 08.00 AM on 14.11.2025 will not be counted.

5. In view of the above, it is requested to issue necessary instructions to all the booking offices in your Circle to accept the envelopes containing ETPBs addressed to the Returning Officer of Bihar for booking through Speed Post without pre-payment of charges and make all necessary arrangements for their expeditious transmission so that ETPBs could reach at destination i.e. the respective Returning Officer well in time.

5.1 The Speed Post containing ETPBs for the above-mentioned bye- election will be booked under following BNPL Customer Id of CEO, Bihar State: -

6. All the Circles are also requested to keep respective BNPL Customer Id / Contract Id updated for hassle free booking of the ETPBs through Speed Post without pre-payment of charges by all the Post Offices across the country and also make all necessary arrangements to ensure timely delivery of ETPBs to the concerned Returning Officers. Special arrangements and all out efforts needs be made for delivery of all the ETPBs before 0800 AM on 14.11.2025(Friday).

7. As booking and delivery of Postal Ballot paper is a sovereign function, hence, ETPBs should not be refused for booking by any of the Post Offices, in any case. The cases of refusal to accept ETPBs for booking shall be viewed seriously. Instructions issued vide this office PO Order-MO/06/2024 dated 16.12.2024 on the above-mentioned subject may be referred to in this regard.
