Subject: Delivery of Speed Post articles containing passport-reg.

• This letter is a continuation of a previous communication from the same office dated 23.09.2025 on the same subject.
• In response to queries from various Circles, instructions from the Ministry of External Affairs (MEA) regarding the delivery of Speed Post articles containing passports are reiterated as follows:

a. Delivery is address and receiver specific. Passports must be delivered only to the addressee at his/her address.

b. Passports are to be delivered only to the addressee or his/her authorized representative (at the addressee's address).

c. These articles must not be redirected to another address.

d. If delivery is not possible, the article shall be returned to the sender.

A request is made to ensure strict adherence to these instructions.
