Subject: Request for Transparency and Disclosure of Marks and Answer keys & opportunity for Photocopies Of The Evaluated Answer Sheets of AAO LDCE 2024-Ensuring Fairness and Natural Justice.

Respected sir,
The Department conducted the AAO Limited Departmental Competitive Examination (LDCE) 2024 for the post of Assistant Accounts Officer (AAO) from 08.01.2025 to 11.01.2025. Vide Office Memorandum No. 301/08/2024/PACE/3667–3732 dated 09.05.2025, the merit list was declared, covering the vacancy years 2023 (418 posts) and 2024 (24 posts) – a total of 442 qualified candidates. Subsequently, the consolidated marks list was issued vide OM No. 301(08)/2024/PACE/Part/4225–90 dated 04.07.2025.

However, it has come to the notice of this Association through multiple representations and RTI responses that several procedural and transparency-related issues remain unresolved, causing serious concern among candidates.

1. Issues of Concern

(a)Absence of officially published absentee and attendance lists – Department still not published the absentee lists which prevent verification of eligibility and rank allocation.

(b)non publishing of answer keys — The Department still has not published the answer keys of the exam. It is a fundamental right for ensuring fairness and maintaining transparency of the evaluation process & standard principles for record keepings.

(c)publishing the marks of withheld candidates :- Department issued notification for vacancy year 2023 & 2024 , in which three month relaxation was given in minimum service on crucial date via dopt OM AB-14017/17/2018-Estt. RR dated 12 August 2021 for vacancy year 2023 but after exam and before publishing of the result, Department withdrawal of relaxation criteria for the vacancy year 2023 which resulted 192 candidates being treated as ineligible; however, their cases were not reassessed for consideration under the 2024 vacancy year, despite fulfilling eligibility and service conditions and marks also not published.

(d)Denial of photocopies of the evaluated Answer sheets to candidates under RTI — department denied to provide the evaluated Answer sheets in RTI , contrary to past precedent (AAO LDCE 2022) and principles of fair opportunity which does not abide the CVC’s advisory on record preservation and disclosure in competitive selection processes.

2. Submissions and Reliefs Sought

In light of the above, this Association respectfully urges the Department to:

Publish the marks of all candidates who appeared in all six papers of AAO LDCE 2024, including those whose result was withheld.

Release the marks of 192 candidates affected by the withdrawal of relaxation for 2023 and consider them for the 2024 vacancy year.

Provide the opportunity of getting photocopies of the evaluated answer sheet to all candidates through the official portal, as was done during AAO LDCE 2022, ensuring full transparency , and following the DoPT guidelines on transparency in departmental examinations.

3. Requestion

This Association therefore urges the Department to take immediate steps to ensure transparency, accountability, and fairness in the conduct of the AAO LDCE 2024 by implementing the above measures in letter and spirit.

Such action will restore confidence among candidates and reinforce the Department’s commitment to fair and merit-based selection processes.
