Sub: Information on financial implications regarding applicability of Para 16(2) of CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 to ex-servicemen re-employed as PAs/SAs – reg.
Sir/ Madam,
Reference is invited to this Directorate letter of even number dated 16.09.2025 on the above subject, whereby the Circles were requested to furnish information on the financial implications involved. It is observed that the requisite information is still awaited from all the Circles.

As the matter is under consideration of the competent authority, all Circles are requested to furnish the required information latest by 10.11.2025, indicating the number of affected officials and the approximate additional financial impact. If no such case exists, a ‘Nil’ report may also be furnished. In case of non-receipt of the information, the Department will consider this as 'Nil' information and go ahead with the decision in the matter. The responsibility for not furnishing the information by the due date would lie on the Circle.

Further, some Circles have raised certain queries, which are being clarified as under:

Circles may verify the trade from the Discharge Certificate, Service Book, or Equivalence/Competency Certificate issued by the respective Armed Forces indicating the trade as Combatant Clerk as their designation. |
| 2 | Should financial implications be calculated for all ex- servicemen or only for ex- combatant clerks? | Financial implications are to be assessed only for those ex-servicemen whose records confirm their designation as Combatant Clerk. Circles may restrict the calculation of financial implications to those ex-servicemen (appointed as Postal Assistant/Sorting Assistant only) who possess documentary evidence (Discharge Certificate, Service Book, or Competency/Equivalence Certificate) showing that they held the trade of Combatant Clerk or equivalent clerical designation in the Armed Forces and had requested for fixation of pay. If the benefit was not given within the stipulated time, no financial implication needs to be arrived at. |
| 3 | For working out financial implications, which pay level is to be considered? | Since the issue under examination pertains to the post of Postal Assistant/Sorting Assistant, calculations may be made with reference to Pay Level-4 of the 7th CPC and corresponding pay of the Postal/Sorting Assistants in the relevant CPC regime. |
| 4 | Whether pension already drawn, commutation of pension, refund to Armed Forces/Civil Department, and related accounting procedure are to be considered at this stage? | These aspects do not arise at this stage. The administrative decision on extension of Para 16(2) benefits is still under consideration. Issues relating to pension recovery, commutation, refund, or accounting adjustments will be examined separately after the policy decision is finalized. Moreover, under the said para there is no such provision for recovery of pension or adjustment of commuted value of pension. |

Sir/Madam,
This is regarding Para 16(2) of the CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 which provides for pay fixation benefits to ex-combatant clerks re-employed in clerical posts. The applicability of this provision to such officials re-employed as Postal Assistants/Sorting Assistants is presently under examination in this Directorate.
