Subject: Onboarding of Cluster Level Federations (CLFs) as Aggregators under SRLMs as BNPL Customers
Sir/Madam,
This is to inform that the Department of Posts and the Ministry of Rural Development (MoRD) are entering into a Memorandum of Understanding (MoU) for the utilization of postal services. The matter is also under the cognizance of the Hon’ble Minister of Communications.
In this connection, a list of pilot locations has been identified for providing logistics services to Self-Help Groups (SHGs) at the level of Cluster Level Federations (CLFs), which will function as aggregators and collection points for products. The concerned Circles are requested to take immediate action to onboard the listed CLFs under the State Rural Livelihood Missions (SRLMs) as BNPL customers. This will facilitate seamless booking, transmission, and delivery of consignments, thereby enabling the Department to extend structured and large-scale support to the business requirements arising from SRLM initiatives.
For uniform implementation and ease of monitoring, a list of aggregators along with a Google Form link has been shared separately. Circles are required to ensure that details of visits to the identified aggregators, along with the expected business volumes, are duly filled in the Google Form on priority.
The timely onboarding of these aggregators as BNPL customers is critical to the success of this initiative. Circles are, therefore, requested to accord high priority to this matter and complete the necessary action at the earliest. An ATR in this regard may please be sent by 15.10.2025.
