Government of India - Department of Posts
Date: 30 May 2025
Issued by: Ministry of Communications, Mail Operations Division
Subject: Clarification on delivery of postal articles by staff using their own two-wheelers
Signed by: Dushyant Mudgal, DDG (Mail Operations)
Key Clarifications
-
Fuel Reimbursement Charges – Accounting Head
- Object Head-24 (Fuels & Lubricants) is only for departmental vehicles.
- Reimbursement to delivery staff includes maintenance components, so it must be booked under Office Expenses (OE).
-
Delivery Performance – Linking with Fuel Reimbursement
- Reimbursement is linked to performance above 90% in accountable article delivery.
- Deemed deliveries will also be counted in performance calculation.
Purpose
To resolve accounting confusion and confirm performance criteria for reimbursement, ensuring uniform implementation across postal circles.
Action Points
- Book reimbursement under Office Expenses (OE), not Object Head-24.
- Include deemed deliveries in performance metrics for reimbursement eligibility.
- All Circles to comply with these clarifications.
