Subject: Clarification regarding carrying out BSNL SIM sale and C-TOP UP recharge through Department of Posts - reg.

Madam/Sir,

Kindly refer to the Memorandum of Understanding (MoU) executed between the Department of Posts (DoP) and BSNL for sale of BSNL SIM cards and C-TOP UP recharge through Post Offices, and to BSNL letter No. BSNLCO-SMCM/18(11)/6/2025-SM-CM dated 04.02.2026 on the subject (copy enclosed).

2. In this connection, BSNL has informed this Directorate that in order to address certain operational difficulties in execution of the MoU, the following decisions have been taken:

(i) Franchise Agreement: No separate franchise agreement at the HPO level is required. The MoU already signed between BSNL and DoP shall be treated as sufficient for undertaking SIM sale and C-TOP UP recharge activities.

(ii) POS Police Verification: As per DoT guidelines, Police Verification for Point of Sale (POS) is mandatory in J&K, Assam, NE-I and NE-II Circles. However, considering that DoP staff and GDS are Government/Departmental staff, BSNL has decided that, as a special case, separate police verification at the time of POS registration will not be required for DoP staff/GDS engaged as POS. Instead, Circles shall upload an authorization/verification letter issued by the CPMG/HPO-level office certifying that the concerned officials are departmental/government staff.

(iii) Enhancement of Credit Limit: The credit limit for C-TOP UP recharge per HPO has been enhanced from ₹10,000 (as provided in the MoU) to ₹50,000.

3. It is further clarified that those Circles/HPOs which have already entered into agreement(s) with BSNL may continue SIM sale and C-TOP UP recharge activities as per the existing agreement till the validity of such agreement.

4. After expiry of the existing agreement(s), no separate fresh franchise agreement at HPO level is required. The activities of SIM sale and C-TOP UP recharge shall continue under the provisions of the MoU executed between DoP and BSNL.

5. All Circles are requested to circulate the above guidelines to all concerned Divisions/Units under their jurisdiction and take necessary action for smooth implementation and continuation/initiation of BSNL SIM sale and C-TOP UP recharge services.

This issues with the approval of the competent authority.

  • BSNL and the Department of Posts (DoP) signed an MoU on 17.09.2025. Subsequently, a detailed SOP was issued by BSNL Corporate Office on 06.10.2025, followed by few clarifications issued vide Ref 1 & 2.
  • Further to address operational difficulties in the execution of MoU with DoP, following has been decided: No separate franchisee agreement at the HPO level is required. The MoU signed between BSNL and DoP shall be treated as sufficient.
  • As per DoT guidelines, POS police verification is required in J&K, Assam, NE-I, and NE-II Circles. However, since DoP staff and GDS are Government staff, as a special case, instead of a separate police verification for DoP staff/GDS engaged as POS, at the time of POS registration, circles shall upload an authorization/verification letter issued by the CPMG/HPO-level officer, certifying that they are departmental/Government staff.
  • The credit top-up recharge limit is enhanced from INR 10,000 (as per MoU) to INR 50,000 per HPO.
  • This is issued with the approval of the competent authority.
