Subject: Suggestions for Operational Improvements, Revenue Growth, and Technical Simplification in the Department of Posts.
Respected Sir,
Warm Greetings.
With reference to the subject cited above, the Ajmer Region (NAPE Group- C) wishes to submit the following key suggestions based on field experiences for your kind consideration and onward representation at the Directorate level:
1. Integration of GST in Booking Receipts
Currently, in the case of multiple article bookings, separate receipts are often generated for GST, which is confusing for customers and leads to unnecessary receipt wastage.
Suggestion: The Base Price (Tariff) and GST should be integrated and printed on a single receipt for every article. Every booking receipt must clearly show "Tariff + GST = Total Amount" as a single entry to simplify the process for both employees and customers.
2. Digital Payment Infrastructure & 'Customer Display Units'
The introduction of online payment and QR code facilities in the new software (APT 2.0) is a commendable step towards a Digital India. However, currently, the QR code is only visible on the employee's computer screen. This forces employees to either take the customer's mobile device or ask the customer to lean over the counter to scan it.
Suggestion: A small Customer Display Device (Mirror Device) should be installed at every counter to display the QR code. This will ensure seamless transactions, maintain privacy, and improve the professional image of our counters.
3. Mandatory Provision of Thermal Printers
The new software generates booking receipts optimized for thermal printing, which is significantly faster. However, most offices are still using old printers.
Problem: On old printers, these receipts are often blurred or misaligned, making them unreadable for customers.Suggestion: Thermal Printers should be supplied to all post offices immediately to ensure clear, fast, and professional receipt printing.
4. Technical & Accounting Discipline
Deactivation of BO IDs on Holidays: Branch Post Office (BO) IDs/Roles should be automatically deactivated on Sundays and Public Holidays. Currently, any login from a BO on a holiday necessitates 'reverting' the entire sub- division's work for cashbook consolidation, causing unnecessary delays.
Voucher Register in APT: A digital 'Voucher Register' should be integrated into the APT software to track pending vouchers and real- time budget status.
5. Operational & Revenue Reforms:-
- Booking Facilities at RMS: Full booking facilities, including Insured Articles, should be available at all RMS centers to cater to businessmen and the general public.
- Revision of Postage on Newspapers: Currently, newspapers are sent at a highly subsidized rate of 25 paise. To improve departmental revenue, postage should be fixed according to weight.
- Accountable Post Model: Except for Postcards and Inland Letters, every article should be made 'Accountable' (Trackable) to ensure 100%100% accountability in delivery.
- We earnestly request you to take up these technical and operational issues with the Departmental heads to safeguard the interests of both the department and its employees.
