Subject: Correction of Cadre and Unit Mapping in APT - Rule-38 Transfer Cases.

Sir,
It has been brought to the notice of this Directorate that in certain cases, officials borne in one cadre (PA/SA) are presently working in different Divisions/Units due to temporary administrative arrangements, resulting in discrepancies in cadre and unit mapping in the APT portal.

As per the establishment structure of the Department of Posts, Postal Assistants (PAs) are borne on the establishment of Postal Divisions and Sorting Assistants (SAs) are borne on the establishment of Sorting Divisions. However, due to temporary postings made on administrative grounds, the mapping in APT 2.0 does not always reflect the substantive cadre and parent unit correctly.

In this regard, various individual representations have been received from Vashi BPC Division, Maharashtra Circle indicating that certain Sorting Assistant officials are unable to apply for Rule-38 transfer due to incorrect cadre and working unit details reflected in APT 2.0.

In view of the above, Maharashtra Circle is requested to review and reconcile the cadre and unit mapping of the concerned officials (e.g., SAs posted at Vapi, BPC may be mapped under RMS/MMS Division, as Vapi, BPC is actually a postal Division) in APT urgently.

Action taken in this regard may be intimated to this Directorate.

This issues with the approval of the Competent Authority.
