Irregular Passport Delivery – Bengaluru HQ Region (07 April 2026)

The Office of the Postmaster General, Bengaluru (HQ) Region issued a circular addressing irregular delivery of passport articles at post office premises without physical address verification, violating departmental norms.
Key Findings:
- Two passport articles were delivered at the post office counter based solely on Aadhaar verification.
- Mandatory physical verification of the address was bypassed.
- Supervisory lapses by the Postmaster and procedural failures by delivery staff were identified.
Instructions to All Divisions:
- Strictly follow passport delivery guidelines with mandatory physical address verification.
- Prohibit delivery of passports at post office premises under any circumstances.
- Verify delivery manifests and maintain proper delivery records.
- Strengthen supervisory checks to prevent irregularities.
- Sensitize all staff handling sensitive and accountable articles.
- Any deviation will be treated seriously, and accountability will be fixed on responsible officials.
