AIASC (Gr. B) CHQ appeals to the Hon'ble Secretary (Posts), New Delhi regarding Ensuring Strict Adherence to Rotational Transfer Guidelines and Instructions on Posting to Sensitive Posts.

Respected Madam, With reference to subject, this association draws your kind and urgent attention towards the strict implementation of the Directorate’s instructions issued vide letter No. X-20/39/2023-SPN-II-DOP dated 11.12.2025 regarding adherence to Rotational Transfer Guidelines and posting to sensitive posts.
While the issuance of the aforesaid instructions is a commendable and much-needed step towards ensuring transparency, fairness, and accountability, it is observed with concern that the spirit of these guidelines is not being uniformly implemented at the ground level. Instances are frequently reported where officials continue to remain posted in the same seat, section, or station for prolonged periods far exceeding the prescribed tenure norms just issuing transfer orders.
It is humbly submitted that in order to ensure effective compliance, the Directorate may kindly consider issuing directions to all Heads of Circles (HoCs) to obtain and furnish detailed transfer and posting records of each official for the last 15 years, clearly indicating: -
(i) Lien position
(ii) Details of deputation/attachment, if any
(iii) Tenure in sensitive and non-sensitive posts
(iv) Continuity in the same seat/section/station
Further, a Transfer and Posting Compliance Certificate may also be mandated from Divisional Units through HoCs, certifying that transfer and posting orders have been implemented strictly in accordance with the Directorate guidelines dated 11.12.2025.
It is pertinent to highlight certain serious anomalies prevailing in the field units: -
(i) System Managers continue to remain at the same station for over 15-20 years, drawing additional financial benefits (such as 15% of basic pay) under the guise of WCTC trainers or similar roles.
(ii) CPC PAs are functioning in the same CPC units/seat for decades without rotation.
(iii) Officials working as Staff Branch Assistants, J-Branch Assistants, F-Branch Assistants, officiating stenographers, etc., are also continuing in the same seats for unusually long duration.
Such prolonged continuance not only defeats the very objective of rotational transfer policy but also leads to development of vested interests, lack of accountability, and potential avenues for corrupt practices. Moreover, it severely impacts the morale of other officials who, despite working diligently, face frequent transfers, insecurity, and a sense of discrimination within the system.
This imbalance gradually results in certain positions becoming entrenched, thereby creating administrative inefficiencies and what may be termed as “institutional stagnation,” which is detrimental to the overall health of the Department.
In view of the above, it is earnestly requested that: -
(i) Strict enforcement of Rotational Transfer Guidelines may be ensured across all Circles without exception.
(ii) Comprehensive audit of postings for the past 15 years may be undertaken.
(iii) Accountability mechanisms may be introduced for deviations from prescribed tenure norms.
(iv) Necessary directions may be issued to immediately rotate officials overstaying in sensitive or non-sensitive posts beyond permissible limits.- This association is confident that under your dynamic leadership, necessary corrective measures will be taken to uphold transparency, fairness, and integrity in personnel management.
